ANNEX Afinancial assistance; provision of business <strong>and</strong>economic training <strong>and</strong> educational assistanceto <strong>the</strong> participants so that <strong>the</strong>y may be able toparticipate more effectively in <strong>the</strong> nor<strong>the</strong>rneconomy2. Advise federal <strong>and</strong> territorial departments NAP, IAA within one month ofof commitments in 12.1.2(d), in light of fiscalsettlement legislationresponsibility <strong>and</strong> economic objectives, toencourage <strong>the</strong> employment of <strong>the</strong> participantsin <strong>the</strong> settlement area, including employment inmajor projects <strong>and</strong> developments, in <strong>the</strong> publicservice <strong>and</strong> public agencies; advise <strong>the</strong>m toprepare plans <strong>for</strong> <strong>the</strong> training <strong>and</strong> employmentof participants, including <strong>the</strong> development ofmeasures to recognize <strong>the</strong> special need of <strong>the</strong>participants <strong>for</strong> pre-employment training inbasic skills; <strong>and</strong> advise <strong>the</strong>m to review jobqualifications <strong>and</strong> recruitment procedures toremove inappropriate requirements in respectof cultural factors, experience, or education3. Provide interpretation <strong>and</strong> advice to federal DIAND, IAA as required<strong>and</strong> territorial departments upon requestTraining/Economic Opportunities:- As identified in <strong>the</strong> plans developed by government departments.<strong>Plan</strong>ning Assumptions:- Government departments will communicate to <strong>the</strong> STC <strong>the</strong> measures <strong>the</strong>y consider to be reasonableto achieve <strong>the</strong> objectives in 12.1.1. They may propose meeting with <strong>the</strong> STC to fur<strong>the</strong>r discuss thisissue.- The provisions of chapter 12 are intended to be implemented through programs <strong>and</strong> policies whichare in place from time to time without imposing any additional financial obligation on government.SAHTU IMPLEMENTATION PLAN 37
