ANNEX C1. INTRODUCTIONA requirement of <strong>the</strong> <strong>Sahtu</strong> <strong>Comprehensive</strong> L<strong>and</strong> Claim Agreement is that it be accompanied by an<strong>Implementation</strong> <strong>Plan</strong> that describes a communication <strong>and</strong> in<strong>for</strong>mation strategy to in<strong>for</strong>m interested partiesof <strong>the</strong> implementation developments, <strong>the</strong> content of <strong>the</strong> plan <strong>and</strong> <strong>the</strong> agreement.Communications initiatives surrounding <strong>the</strong> implementation process must in<strong>for</strong>m target audiences of <strong>the</strong>key activities in <strong>the</strong> implementation process. Direct involvement of <strong>the</strong> major players in transmittingin<strong>for</strong>mation to <strong>the</strong>ir respective clients will contribute to successful implementation of <strong>the</strong> agreement.2. RESPONSIBILITIES<strong>Sahtu</strong> Tribal CouncilThe <strong>Sahtu</strong> Tribal Council should play a lead role in ensuring that beneficiaries are made aware of <strong>the</strong>irrights <strong>and</strong> obligations under <strong>the</strong> <strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> <strong>Comprehensive</strong> L<strong>and</strong> Claim Agreement <strong>and</strong> that asmooth <strong>and</strong> equitable implementation of <strong>the</strong> implementation of <strong>the</strong> settlement is reached. Acceptance of<strong>the</strong> agreement by <strong>Sahtu</strong> institutions <strong>and</strong> <strong>the</strong>ir assistance in implementation will depend on a clearunderst<strong>and</strong>ing of <strong>the</strong> process. Communication of <strong>the</strong>ir responsibilities under <strong>the</strong> agreement to <strong>the</strong>beneficiaries is imperative.Government of <strong>the</strong> Northwest TerritoriesDirect involvement of <strong>the</strong> Government of <strong>the</strong> Northwest Territories is also essential to <strong>the</strong> implementationprocess. The Government of <strong>the</strong> Northwest Territories will in<strong>for</strong>m its departments <strong>and</strong> agencies <strong>and</strong> <strong>the</strong>iremployees, contractors <strong>and</strong> agents of <strong>the</strong>ir obligations, responsibilities <strong>and</strong> any new processes under <strong>the</strong><strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> agreement <strong>and</strong> <strong>the</strong> <strong>Implementation</strong> <strong>Plan</strong>. Where <strong>the</strong>se obligations will affect <strong>the</strong><strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> or third parties, appropriate communication strategies will be developed <strong>and</strong>implemented by <strong>the</strong> Government of <strong>the</strong> Northwest Territories.Federal GovernmentThe federal government will in<strong>for</strong>m its departments <strong>and</strong> agencies <strong>and</strong> <strong>the</strong>ir employees, contractors <strong>and</strong>agents of <strong>the</strong>ir obligations, responsibilities <strong>and</strong> any new processes under <strong>the</strong> <strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong>agreement <strong>and</strong> <strong>the</strong> <strong>Implementation</strong> <strong>Plan</strong>. It will also, along with <strong>the</strong> Government of <strong>the</strong> NorthwestTerritories, in<strong>for</strong>m <strong>the</strong> public. The Department of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development will play <strong>the</strong>lead role in in<strong>for</strong>ming o<strong>the</strong>r federal departments <strong>and</strong> Members of Parliament <strong>and</strong> Senators about <strong>the</strong><strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> agreement <strong>and</strong> government implementation activities. DIAND will developstrategies to in<strong>for</strong>m <strong>the</strong> non-renewable resource industry about <strong>the</strong> provisions affecting <strong>the</strong>m.3. TARGET AUDIENCESNor<strong>the</strong>rn PublicCommunication to <strong>the</strong> public is essential to maintain harmony in <strong>the</strong> <strong>Sahtu</strong> settlement area. It is througheffective communications that <strong>the</strong> concept of fairness <strong>and</strong> equity of <strong>the</strong> <strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> agreementto all nonparticipants will be rein<strong>for</strong>ced. The public must be given in<strong>for</strong>mation on how <strong>the</strong>ir interests are orare not affected.IndustryAlthough industry will not be involved in <strong>the</strong> implementation process, it will be directly affected by <strong>the</strong>process <strong>and</strong> will have to operate within a new environment. Industry representatives will <strong>the</strong>re<strong>for</strong>e want tobe in<strong>for</strong>med of any actions that will have an impact on <strong>the</strong>m.SAHTU IMPLEMENTATION PLAN 184
