The Sahtu and government should, in the context of ongoingimplementation, periodically consider any such housekeeping amendments. ANNEX AProject 3 - 3:Project Manager:Participant/Liaison:Planning of institutions and the preparation of legislationDepartment of Indian Affairs and Northern Development (DIAND) – NorthernAffairs Program (NAP), Government of the Northwest Territories (GNWT) -Intergovernmental and Aboriginal Affairs (IAA) [to the extent of the jurisdiction ofthe GNWT]Sahtu Tribal Council (STC), Affected government departmentsObligations Addressed:3.1.27 Government shall consult with the Sahtu Tribal Council in the planning of the institutions andthe preparation of the settlement legislation and other legislation proposed to implement theprovisions of this agreement.ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify the STC when government is planning responsible government as requiredthe institutions or preparing settlement and (NAP or IAA)other legislation which is proposed toimplement the provisions of the land claimagreement; provide the STC with a reasonableperiod of time to prepare its views on theproposal; and provide the STC with anopportunity to present its views2. Review the proposal and present views to the STC within period providedresponsible government3. Give full and fair consideration to the views responsible government as requiredpresented(NAP or IAA)Funding:- As regards the Government of the Northwest Territories, refer to summary for IAA (Project 29 - 2).Planning Assumptions:- Consultation during the planning of the institutions to implement the provisions of the agreement hasbeen identified in the implementation plans for clauses 25.2, 25.3, 25.4 and 27.1. In the eventthat anyof these institutions are established by the date of settlement legislation such consultation shall not berequired.- Consultation regarding legislation proposed to implement the provisions of this agreement has beenidentified in the implementation plans for clauses 13.8.2, 25.1.3(c), 25.2, 25.3, 25.4 and 27.1. In theevent that legislation proposed to implement any of these provisions is enacted by the date ofsettlement legislation such consultation shall not be required.- Consultation with the STC shall be required when government proposes other legislativeamendments arising as a result of the Sahtu Dene and Metis agreement.- "Legislation" means federal or territorial legislation in force from time to time and includes regulations.SAHTU IMPLEMENTATION PLAN 11
