Receive application for a land use permit Land and Water Board after legislation toestablish the Land andWater Board2. Forward application to the STC and Land and Water Boardappropriate government agencies for reviewand advice respecting the presence of heritageresources on the lands included in theapplication and any conditions to be attachedto the land use permit; and provide the STCwith a reasonable period of time to prepareviews on the matter3. Provide views regarding the land use STC, appropriate within period providedapplicationgovernment agencies4. Consider advice when making a decision on Land and Water Boardthe applicationFunding:- As regards the Government of the Northwest Territories, refer to summary for ECE (Project 26-13).Planning Assumptions:- The Land and Water Board permit application process will define the timeframe for responses.- The Prince of Wales Northern Heritage Centre and DOE will have access to, and have the benefit ofthe Geographic Information System which will be developed by the land and water managementstructures for the Sahtu settlement area for the purpose of reviewing land use permits.- During the period preceding the establishment of the Land and Water Board the obligation identifiedfor the Board will be addressed by NAP.SAHTU IMPLEMENTATION PLAN 160
ANNEX AProject 26 - 6:Project Manager:Participant/Liaison:Issuance of archaeologists permitsGovernment of the Northwest Territories - Prince of Wales Northern HeritageCentre (PWNHC)Sahtu Tribal Council (STC)Obligations Addressed:26.2.6 (a) Prior to issuing archaeologists permits in respect of Sahtu heritage resources, governmentshall consult the Sahtu Tribal Council. Such permits shall specify procedures to be followedby the permit holder including:(i) plans and methods for site protection or restoration, where applicable;(ii) consultation with the local Sahtu community or communities;(iii) disposition of materials extracted; and(iv) submission of a technical and a non-technical report on the work completed.(b) In addition to the requirements set out in (a), no archaeologists permits in respect ofheritage resources on Sahtu lands shall be issued without the consent of the Sahtu TribalCouncil.Referenced Clauses: 26.1.1, 26.1.2ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify the STC of a proposal to issue an PWNHC after settlementarchaeologists permit in respect of Sahtulegislationheritage resources specifying the proceduresto be followed by the permit holder includingplans and methods for site protection orrestoration, where applicable; consultation withthe local Sahtu community or communities;disposition of materials extracted; andsubmission of a technical and a non-technicalreport on the work completed; provide the STCwith a reasonable period of time to prepare itsviews on the matter; and provide the STC withan opportunity to present its views2.
