They were developed for the purpose of estimating the funding to be provided tothe Land and Water Board. It is not intended that the Land and Water Board shall be constrained toany particular expenditure line item.- As regards the Government of the Northwest Territories, refer to summary for IAA (Project 29-2).- When the Land and Water Board receives notice that a hearing is required to resolve a matter withinits jurisdiction, the Land and Water Board will advise the Minister that a hearing will be held andsubmit a budget for the Minister's review and approval. The budget may be accepted in its entirety orin an amended form as deemed by the Minister to be appropriate.- In order that the Land and Water Board may conduct the hearings within any timeframe that may bespecified in the agreement and/or in legislation, it will be the responsibility of the Land and WaterBoard to notify the Minister promptly of the hearing and to provide the required budget proposals in atimely fashion. The Minister shall provide the Land and Water Board with a response to the budgetproposal in sufficient time to allow the Land and Water Board to hold proceedings within thetimeframe specified in the agreement and/or legislation.SAHTU IMPLEMENTATION PLAN 148
ANNEX APlanning Assumptions:- The Sahtu Tribal Council has participated as an observer in the deliberations of the CoordinatingGroup established pursuant to the Gwich'in Implementation Plan.- The Mackenzie Valley Resource Management Act being developed by the Coordinating Group willfulfil the obligations of Chapter 25 of the Sahtu Dene and Metis agreement, including section 25.4.Therefore, with the Land and Water Board for the Sahtu settlement area established pursuant to theproposed Mackenzie Valley Resource Management Act, it will be possible to establish the Land andWater Board at an earlier date than under separate legislation.- It is assumed that the Sahtu Dene and Metis agreement and the accompanying Implementation Planwill be ratified and signed prior to the expiry of the mandate of the Coordinating Group. If this doesnot occur it is agreed that activity 1 will be amended as required.- The Land and Water Board will have 4 Board members and a chairperson.SAHTU IMPLEMENTATION PLAN 149
