ANNEX AProject 25 - 5:Project Manager:Environmental Impact Review BoardDepartment of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development (DIAND) – Nor<strong>the</strong>rnAffairs Program (NAP)Participant/Liaison: <strong>Sahtu</strong> Tribal Council (STC), Government of <strong>the</strong> Northwest Territories (GNWT) -Intergovernmental <strong>and</strong> Aboriginal Affairs (IAA), Federal EnvironmentalAssessment Review Office (FEARO), Affected government departmentsObligation Addressed:25.3.1 All development proposals in <strong>the</strong> Mackenzie Valley, including development proposals in relationto <strong>Sahtu</strong> l<strong>and</strong>s, shall be subject to <strong>the</strong> process of environmental impact assessment <strong>and</strong> reviewas set out in 25.3.25.3.2 An Environmental Impact Review Board ("<strong>the</strong> Review Board") shall be established as <strong>the</strong> maininstrument <strong>for</strong> <strong>the</strong> conduct of environmental impact assessment <strong>and</strong> review in <strong>the</strong> MackenzieValley. The Review Board shall have equal membership from nominees of aboriginal groups<strong>and</strong> of government, not including <strong>the</strong> chairperson. No less than one member of <strong>the</strong> Board shallbe a nominee of <strong>the</strong> <strong>Sahtu</strong> Tribal Council.Referenced Clauses: 25.3.3 through 25.3.19, 3.1.10, 3.1.27, 25.1.3, 25.1.5, 25.1.6ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Appoint STC nominee DIANDFunding:- Funding of <strong>the</strong> Review Board was provided through <strong>the</strong> <strong>Implementation</strong> <strong>Plan</strong> <strong>for</strong> <strong>the</strong> Gwich'in<strong>Comprehensive</strong> L<strong>and</strong> Claim Agreement.<strong>Plan</strong>ning Assumptions:- The <strong>Sahtu</strong> Tribal Council has participated as an observer in <strong>the</strong> deliberations of <strong>the</strong> CoordinatingGroup established pursuant to <strong>the</strong> Gwich'in <strong>Implementation</strong> <strong>Plan</strong>.- The Mackenzie Valley Resource Management Act being developed by <strong>the</strong> Coordinating Group willfulfil <strong>the</strong> obligations of Chapter 25 of <strong>the</strong> <strong>Sahtu</strong> <strong>Dene</strong> <strong>and</strong> <strong>Metis</strong> agreement, including section 25.3.SAHTU IMPLEMENTATION PLAN 145
