ANNEX AProject 22 - 6:Project Manager:Participant/Liaison:Interim measures to the development and implementation of a Northern Accordon oil and gas developmentDepartment of Indian Affairs and Northern Development (DIAND)Sahtu Tribal Council (STC), DeveloperObligations Addressed:22.2.1 (a) Prior to the transfer of jurisdiction described in 22.1.6, any person who proposes to explorefor, develop or produce oil and gas on Sahtu lands described in 19.1.2(a) shall, in additionto any other obligations under this agreement, submit a benefits plan to the Minister ofIndian Affairs and Northern Development for approval.(b) The Minister of Indian Affairs and Northern Development may require that the benefits planin (a) contain provisions to ensure access to training and employment opportunities and tofacilitate participation by the participants in the supply of goods and services.(c) Any person who proposes to explore for, develop or produce oil and gas on Sahtu landsdescribed in 19.1.2(a) shall consult the Sahtu Tribal Council prior to the submission andduring the implementation of the benefits plan.Referenced Clauses: 19.1.2(c), 22.1.6, 22.2.2ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1.
