ANNEX AProject 22 - 6:Project Manager:Participant/Liaison:Interim measures to <strong>the</strong> development <strong>and</strong> implementation of a Nor<strong>the</strong>rn Accordon oil <strong>and</strong> gas developmentDepartment of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development (DIAND)<strong>Sahtu</strong> Tribal Council (STC), DeveloperObligations Addressed:22.2.1 (a) Prior to <strong>the</strong> transfer of jurisdiction described in 22.1.6, any person who proposes to explore<strong>for</strong>, develop or produce oil <strong>and</strong> gas on <strong>Sahtu</strong> l<strong>and</strong>s described in 19.1.2(a) shall, in additionto any o<strong>the</strong>r obligations under this agreement, submit a benefits plan to <strong>the</strong> Minister ofIndian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development <strong>for</strong> approval.(b) The Minister of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rn Development may require that <strong>the</strong> benefits planin (a) contain provisions to ensure access to training <strong>and</strong> employment opportunities <strong>and</strong> tofacilitate participation by <strong>the</strong> participants in <strong>the</strong> supply of goods <strong>and</strong> services.(c) Any person who proposes to explore <strong>for</strong>, develop or produce oil <strong>and</strong> gas on <strong>Sahtu</strong> l<strong>and</strong>sdescribed in 19.1.2(a) shall consult <strong>the</strong> <strong>Sahtu</strong> Tribal Council prior to <strong>the</strong> submission <strong>and</strong>during <strong>the</strong> implementation of <strong>the</strong> benefits plan.Referenced Clauses: 19.1.2(c), 22.1.6, 22.2.2ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify <strong>the</strong> STC of a proposal to explore <strong>for</strong>, Developer after settlementdevelop or produce oil <strong>and</strong> gas on <strong>Sahtu</strong>legislationl<strong>and</strong>s described in 19.1.2(a) <strong>and</strong> provide aproposed benefits plan; provide <strong>the</strong> STCwith a reasonable period of time to prepareits views on <strong>the</strong> matter; <strong>and</strong> provide <strong>the</strong> STCwith an opportunity to present its views2. Proposal reviewed <strong>and</strong> views presented to STC within period providedCanada3. Give full <strong>and</strong> fair consideration to <strong>the</strong> views Developerpresented4. Submit benefits plan to <strong>the</strong> Minister of DIAND Developer along with proposal toexplore <strong>for</strong>, develop orproduce oil <strong>and</strong> gas on<strong>Sahtu</strong> l<strong>and</strong>s describedIn 19.1.2(a)5.
