STC contacted regarding the development EMPR after settlementof any Northern Accord on oil and gaslegislationdevelopment in the Northwest Territories2. Discussions held to identify nature of Sahtu EMPR, STCinvolvement in the development andimplementation of any Northern Accord on oiland gas development in the NorthwestTerritories which is negotiated pursuant to theenabling agreement, dated September 5, 1988,between Canada and the Government of theNorthwest Territories, or any other agreementunder which jurisdiction over minerals may betransferred from the Government of Canadato the Government of the Northwest Territories3. Sahtu involved in the development and EMPRimplementation of the referenced NorthernAccord, or any other agreement under whichjurisdiction over minerals may be transferredfrom the Government of Canada to theGovernment of the Northwest TerritoriesFunding:- As part of the overall funding to be provided by Canada to the Government of the NorthwestTerritories, the Government of the Northwest Territories will allocate the funds as follows:1993 Constant DollarsYear 1 Year 2 Year 317,000 17,000 16,000- This allocation is subject to change by the Government of the Northwest Territories as provided for inAnnex B, Part 5.SAHTU IMPLEMENTATION PLAN 124
ANNEX AProject 22 - 5:Project Manager:Participant/Liaison:Consultation in relation to any proposed subsurface resources legislation whichonly affects the NorthCanadaSahtu Tribal Council (STC)Obligations Addressed:22.1.7 Government agrees to consult the Sahtu Tribal Council in relation to any proposed legislationwhich affects only the Northwest Territories or only Yukon and the Northwest Territories andwhich:(a) regulates the exploration, development, or production of subsurface resources in thesettlement area; or(b) establishes requirements for subsurface rights issuance in relation to subsurface resourcesin the settlement area.ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. Notify the STC of any proposed legislation Canada after settlementwhich affects only the Northwest Territorieslegislationor only Yukon and the Northwest Territoriesand which will regulate the exploration,development, or production of subsurfaceresources in the settlement area; provide theSTC with a reasonable period of time toprepare its views on the matter; and providethe STC with an opportunity to present itsviews2.
