ANNEX AProject 21 - 5:Project Manager:Participant/Liaison:Government access to Sahtu lands for more than two yearsGovernmentDesignated Sahtu Organization (DSO), Arbitration PanelObligations Addressed:21.3.2 If government requires the continuous use or occupancy of Sahtu lands for more than twoyears, such use or occupancy shall be on terms negotiated between government and thedesignated Sahtu organization. Failing agreement on the terms, the matter shall be referred toarbitration pursuant to chapter 6.Referenced Clauses: 6.3, 7.1ACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. If a particular department, agency or governmentcontractor of government requires thecontinuous use or occupancy of certainSahtu lands for more than 2 years, approachthe DSO to negotiate the terms of such useor occupancy2. If agreement on the terms is not reached by either partythe 2 year anniversary of the continuous useor occupancy of certain Sahtu lands, thematter shall be referred to arbitration3. If referred to arbitration, make a ruling Arbitration Panel as required4.
