ANNEX AProject 19 - 5:Project Manager:Participant/Liaison:Boundary survey of <strong>Sahtu</strong> l<strong>and</strong>sEnergy, Mines <strong>and</strong> Resources (EMR), Department of Indian Affairs <strong>and</strong> Nor<strong>the</strong>rnDevelopment (DIAND) - Nor<strong>the</strong>rn Affairs Program (NAP)<strong>Sahtu</strong> Tribal Council (STC)Obligations Addressed:19.4.1 (c) The boundaries of <strong>Sahtu</strong> l<strong>and</strong>s shall be surveyed when <strong>the</strong> <strong>Sahtu</strong> Tribal Council <strong>and</strong>government agree that such surveys are required, or to avoid or resolve conflicts withano<strong>the</strong>r title or interest holder, <strong>and</strong> may o<strong>the</strong>rwise be surveyed at government's discretion.(d) <strong>Sahtu</strong> l<strong>and</strong>s set out in schedules III <strong>and</strong> V of Appendix E shall be surveyed.Referenced Clauses: 19.4.2, 19.3.5(c), schedules III <strong>and</strong> V of Appendix EACTIVITIES RESPONSIBILITY TIMING GUIDELINES(in sequence)1. For <strong>the</strong> purpose of <strong>the</strong> initial survey program, Regional Surveyor, as soon as possibleidentify <strong>the</strong> boundaries of <strong>Sahtu</strong> l<strong>and</strong> which <strong>Sahtu</strong> Tribal Council after l<strong>and</strong> selection isare required to be surveyed to avoid conflictscompletedwith ano<strong>the</strong>r title or interest holder2. For <strong>the</strong> purpose of <strong>the</strong> initial survey program, Regional Surveyor, as soon as possibleidentify <strong>the</strong> portions of a right of way that are NAP - L<strong>and</strong> Selection after l<strong>and</strong> selection isused as <strong>the</strong> boundary of <strong>Sahtu</strong> l<strong>and</strong>s Office completed3. Identify those portions of seismic lines used Regional Surveyor as soon as possibleas boundaries <strong>and</strong> o<strong>the</strong>r artificial boundariesafter l<strong>and</strong> selectionof <strong>Sahtu</strong> l<strong>and</strong>s which need to be monumentedis completedsufficiently to define <strong>the</strong>ir location4. Notify <strong>the</strong> STC of <strong>the</strong> aerial photography Regional Surveyor as soon as possibleprogram proposed to photograph naturalafter l<strong>and</strong> selectionboundaries which are susceptible tois completedmovements which are not gradual <strong>and</strong>imperceptible from moment to moment; provide<strong>the</strong> STC with a reasonable period of time toprepare its views on <strong>the</strong> matter; <strong>and</strong> provide <strong>the</strong>STC with an opportunity to present its views5. Review <strong>the</strong> proposal <strong>and</strong> present views to STCRegional Surveyor6. Give full <strong>and</strong> fair consideration to views Regional Surveyor after consultation withpresented <strong>and</strong> finalize identification of those<strong>the</strong> STCnatural boundaries which are susceptible tomovements which are not gradual <strong>and</strong>imperceptible from moment to moment <strong>and</strong>which shall be photographed7. Conduct <strong>the</strong> initial survey, monumentation EMR within 5 years of<strong>and</strong> photography of <strong>the</strong> boundaries ofsettlement legislation<strong>Sahtu</strong> l<strong>and</strong>s as identifiedSAHTU IMPLEMENTATION PLAN 99
