The animated character should establishan immediate connect with the <strong>tax</strong>payers, particularly young and future <strong>tax</strong>payers, so asto communicate effectively. The Mascot is to be designed in such a manner that themessages can be conveyed to the <strong>tax</strong>payers using various modes such as print ads,cartoon strips, short animation films, video games etc.2. The Mascot should visually embody the following values and spirit that ITDwants to promote:• payment <strong>of</strong> <strong>tax</strong> as a value norm in the society and a core duty <strong>of</strong> every citizen;• payment <strong>of</strong> <strong>tax</strong> as a contribution <strong>of</strong> citizen towards nation building and ensuringbetter future for coming generations;• participation <strong>of</strong> <strong>tax</strong>payers in nation’s growth and progress through payment <strong>of</strong><strong>tax</strong>es;• the <strong>Income</strong> <strong>Tax</strong> <strong>Department</strong> as a <strong>tax</strong>payer friendly technology driven <strong>Department</strong>;• the image <strong>of</strong> the <strong>Income</strong> <strong>Tax</strong> <strong>Department</strong> as an enforcement agency as well as afacilitator.3. ITD intends to engage an agency for carrying out a national contest for designingthe Mascot. The successful bidder shall be responsible for carrying out the contest asper the following methodology:A. Invitation <strong>of</strong> entries: The <strong>Department</strong> will invite entries for the Contest fromgeneral public as well as identified target groups. The responsibility <strong>of</strong> theagency shall be,To create awareness and interest about the Contest among general publicthrough print ad, radio spots/jingles etc. and execute them on pan-Indiabasis through different communication tools. The publicity for the Contestshall be carried out by the Directorate through print media, radio jingles etc.directly through DAVP. However, the creatives, concepts, jingles etc. shallbe created by the agency.Sending invitations through direct mailers and posters to all advertisingagencies, schools <strong>of</strong> art/architecture, to participate in the Contest (but onlyas individuals). The agency shall be responsible for designing and printing<strong>of</strong> the direct mailers as well as the posters.B. Collection <strong>of</strong> entries: The agency shall set up a mechanism for collecting theentries and also set up a panel <strong>of</strong> qualified designers and eminent artists as


judges to evaluate the final selected entries. The entries will be short listed inconsultation with the designers/artists engaged by the agency and the <strong>of</strong>ficialsnominated by the <strong>Income</strong> <strong>Tax</strong> <strong>Department</strong>.C. Prize money: The prize money <strong>of</strong> Rs. 1 lakh for the winning entry shall be paidby the <strong>Department</strong> directly to the winner. The winning entry will also bepublished in major newspapers, expenditure for which shall be borne directly bythe <strong>Department</strong>. However, creatives for the same shall be designed by theagency.D. 3D Model: The agency shall be responsible to adopt the winning entry into athree dimensional model <strong>of</strong> height 4 feet. to be formally launched at an awardceremony to be organized at New Delhi by the <strong>Income</strong> <strong>Tax</strong> <strong>Department</strong>.4. Terms and condition:i) The agency should have a valid PAN and TAN.ii) The agency should have an annual turnover <strong>of</strong> at least Rs. 1 crore in the lastthree years i.e. F.Y. 2008-09, 2009-10 and 2010-11. Pro<strong>of</strong> to be provided alongwith the technical bid.iii) The agency should have minimum experience <strong>of</strong> 5 years in the field <strong>of</strong> creativedesigning.iv) The agency should not have ever abandoned an awarded project or should nothave been debarred /black listed for competing in any organization at any time.v) Ernest Money Deposit (EMD) - EMD <strong>of</strong> Rs. 25,000/- should be submitted alongwith the bid.vi) Bid validity: The bid submitted by the agency shall be valid for a period <strong>of</strong> 90days from the date <strong>of</strong> submission <strong>of</strong> the bid.vii) Time schedule: The agency will be required to complete the process and comeout with the Mascot within 90 days <strong>of</strong> award <strong>of</strong> the project. The 3D Model shouldbe made within 15 days <strong>of</strong> finalization <strong>of</strong> the Mascot.viii)Performance Security: The selected agency shall, within 3 days <strong>of</strong> receipt <strong>of</strong> theaward letter, furnish performance security to the <strong>Department</strong> which shall beequal to 10% <strong>of</strong> the value <strong>of</strong> the contract and shall be in the form <strong>of</strong> a guaranteebond from a nationalized/scheduled bank. The guarantee bond should be validfor one month after the completion <strong>of</strong> the entire project including development <strong>of</strong>the 3D Model.ix) Penalty: If the work is not completed within the allotted time to the satisfaction <strong>of</strong>the Directorate, penalty shall be imposed @Rs. 1000/- per day <strong>of</strong> the default.x) Payment will be made only after the project is completed to the satisfaction <strong>of</strong>the <strong>Department</strong>.5. The interested parties should submit technical bid & financial bid in the annexed“Pr<strong>of</strong>orma for Technical Bid” (Annexure-A) ‘Pr<strong>of</strong>orma for Financial Bid”(Annexure‘B’) duly filled in and verified along with all relevant documents. The agencies thatqualify the technical bid shall be called for making detailed presentation before theEvaluation Committee in respect <strong>of</strong> various steps enumerated in paragraph 3 above.The evaluation sheet for evaluating the presentation by the Evaluation Committeeindicating weightage <strong>of</strong> various items in the Annexure-‘C’. Bidder obtaining 70 points


or more with minimum <strong>of</strong> 35 points in each <strong>of</strong> Part-A and Part-B and minimum <strong>of</strong> 50% inall criteria i.e. (i) to (iii) <strong>of</strong> Part-A and (i) to (iv) <strong>of</strong> Part-B, shall be qualified for opening <strong>of</strong>financial bid. The lowest bidder shall be awarded the work as mentioned in paragraph 3above.6. A pre-bid conference to clarify doubts, if any, <strong>of</strong> prospective bidders shall beheld on 12/03/2012 at 11.00 AM, in Conference Room, 5 th Floor, Mayur Bhawan,Connaught Circus, New Delhi. All interested parties may attend the same.7. Technical bids along with supporting documents and Financial bid kept inseparate Sealed envelopes superscribed “Technical Bid” and “Financial Bid”respectively should be placed in one Sealed envelope superscribed “ Tender forNational contest for designing <strong>of</strong> Mascot for <strong>Income</strong> <strong>Tax</strong> <strong>Department</strong>” and shouldbe dropped in the TenderBox placed in Room No.605, 6 th Floor, Mayur Bhawan,Connaught Place, New Delhi latest by 17:00 hrs. on 15/03/2012. .
