Calendar Volume-II, 2003 atpages 519-526 amended/added vide Executive Council Resolution No.6(22 ) <strong>of</strong> 28.3.2012.Existing<strong>1.</strong> The Degree <strong>of</strong> Doctor <strong>of</strong>Philosophy (Ph.D.) may be granted in anyFaculty <strong>of</strong> the University.2. Subject to general guidance <strong>of</strong> theAcademic Council and general control <strong>of</strong>the faculty concerned, research studies forPh.D. in different subjects shall beorganized by the respective Post-graduateBoards <strong>of</strong> Studies3(a) A candidate for admission to thecourse <strong>of</strong> Ph.D. ……….. In case,student joins service after the enrolment in Ph.D.,he/ she will have to obtain the prior permissionfrom the University subject to fulfillment <strong>of</strong> staycondition required under clause 3 (b) <strong>of</strong> the Ph.D.Ordinance3 (b) Every candidate doing research ina subject/discipline where experimentalwork in a laboratory is required shall haveto stay for a minimum period <strong>of</strong> two yearsat Kurukshetra or at University Instituterecognized by the University forprosecuting the research.(Appendix)In case <strong>of</strong> other candidates theminimum period <strong>of</strong> stay at Kurukshetrawill be one year. In exceptional cases,where there is sufficient justification fordoing so, the condition <strong>of</strong> minimum stayat Kurukshetra may be relaxed by theBoards <strong>of</strong> Studies concerned on therecommendation <strong>of</strong> the Supervisor(s) andDirectors/Chairpersons <strong>of</strong> theInstitutes/Departments.NO CHANGE4. D. degree course indifferent subjects shall be submitted to the<strong>of</strong>fice <strong>of</strong> the Chairperson/ Director <strong>of</strong> therespective University TeachingDepartment/ institute by 30 th September.Applications may also be submitted upto31st October with a late fee <strong>of</strong> Rs. 2000/-only. The number <strong>of</strong> seats available forPh. D. degree course in different subjectsfor that particular year shall be notified onthe University website.6. The Departmental Ph.DCommittee shall consist <strong>of</strong> :(i) All the Pr<strong>of</strong>essors <strong>of</strong> thedepartment/ instituteORThree senior most teachers having Ph. D.degree, in case the number <strong>of</strong> Pr<strong>of</strong>essorsin the department is less than three.Further, if the required number <strong>of</strong> teachersis not available in the department, teachersfrom allied subject(s) may be includedwith approval <strong>of</strong> the Vice-Chancellor(ii)Supervisor <strong>of</strong> the Ph. D. Student7.1 On 3 rd Sunday <strong>of</strong> November everyyear respective departments shall hold theEntrance Test for those candidates whoare not exempted from Entrance Test interms <strong>of</strong> clause 7.8. The application maybe submitted upto 31st October with a late fee asprescribed by the University. A candidate mayapply for admission to Ph.D. Course in not morethan two subjects i.e. main subject (in which he/she has passed his/her master degree) and theother is its allied subject. A list <strong>of</strong> allied subjectsduly recommended by the Deans committee andapproved by the Vice-Chancellor shall be placedat the University website. The number <strong>of</strong> predeterminedseats for admission to Ph.D. degreecourse in different subjects shall be notified on theUniversity website.6. The Departmental Ph.D. Committee shallconsist <strong>of</strong> :(i) All the Pr<strong>of</strong>essors in a given department/instituteORThree senior most teachers having Ph. One question paper each<strong>of</strong> Paper-I and Paper-II will be got prepared by theController <strong>of</strong> Examinations from Experts asapproved by the Vice-Chancellor.Setting <strong>of</strong> question papers for Ph. D. EntranceTest shall be from the Syllabi <strong>of</strong> compulsorypapers <strong>of</strong> concerned subjects.There will be no question <strong>of</strong> Reasoning/ Logic/English in Ph. D. Entrance Test.Syllabi & Model papers will be placed atUniversity Website.A committee consisting <strong>of</strong> the concernedChairman/ Director <strong>of</strong> the Department/ Institute(Coordinator <strong>of</strong> the test) and the Controller <strong>of</strong>Examinations will conduct the Ph. D. EntranceTest. A common examination center be created inthe University by the Controller <strong>of</strong> Examinationsfor all the Departments/ Institutes. D. EntranceTest and pass the course work for Ph. It shall beapplicable on combined merit list <strong>of</strong> all candidatesi.e. <strong>of</strong> exempted category and other eligiblecandidates through Ph.D. entrance test preparedfor admission to Ph.D. course as per examplegiven below:Total Seats = 20E.T. = 10* Exempted = 10*Gen = 5* Gen = 5*SC = 2* SC = 2*BC = 3* BC = 3** One seat <strong>of</strong> PH in order <strong>of</strong> merit from either<strong>of</strong> the above categories has to be filled up andthe number <strong>of</strong> total seats i.e. 10 shouldn’texceed in that category8.5 The Departmental Ph.D. Committee willscrutinize the applications <strong>of</strong> the selectedcandidates and allot the eligible supervisors onmerit and based on the area <strong>of</strong> research work forcourse work mentioned in the application formafter enrolment. The allocation <strong>of</strong> seats with thesupervisors will be as per number <strong>of</strong> seatsavailable with them in view <strong>of</strong> the available

The candidates except those whohave passed M.Phil as a (whole time)regular student from a UGC recognizedUniversity shall be required to undertakespecified Course Work which will be for aminimum period <strong>of</strong> one semester and willcommence from 15 th January every year.The course will be treated as Pre-Ph. D.course. The Course Work will include acourse on Research Methodology whichmay include quantitative methods andcomputer applications. It may involvereviewing <strong>of</strong> published research inrelevant field.If found necessary, Course Work may becarried out by doctoral candidates in asister department <strong>of</strong> the faculty or anyother University / Organization for whichdue credit will be given to them.laboratory/ infrastructure, specialization amongthe eligible supervisors, and the research interest<strong>of</strong> the student as indicated during interview by thestudent. Departmental Ph.D. committee mayinitiate the process <strong>of</strong> registration <strong>of</strong> thecandidates (exempted from course work) after aperiod <strong>of</strong> two months from their enrolment.9. The course work is compulsory for all Students(except M. Phil. candidates exempted by the UGCas given in Clause 7.8 (d)). They shall be requiredto undertake specified Course Work which will befor a minimum period <strong>of</strong> one semester and willcommence from 15 th January every year. Thecourse will be treated as Pre-Ph. D. course.50% attendance for the course work will becompulsory during the whole semester, however,15% attendance may be condoned by the Dean,Academic Affairs on the recommendations <strong>of</strong> theChairperson <strong>of</strong> the Department through its Dean<strong>of</strong> Faculty.Further, Vice-Chancellor may exempt acandidate from course work <strong>of</strong> the Pre-Ph. D.course in hard and exceptional case(s) onrecommendations <strong>of</strong> a constituted committee.The regular teachers <strong>of</strong> the Universities andits affiliated colleges shall do Course Work inthree capsule programmes <strong>of</strong> ten-days each at theend <strong>of</strong> second/ fourth and sixth month <strong>of</strong> theCourse Work. The Chairperson/ Director willensure that the teacher concerned has covered thesyllabi within the said prescribed period byarranging special classes for such teachers-cumresearchers.Vice-Chancellor may condone 15%attendance in capsule programme in hard andexceptional cases on the recommendations <strong>of</strong> aconstituted committee.If a student fails to attend his/ her classescontinuously for seven days from the date <strong>of</strong>commencement <strong>of</strong> the classes or from the date <strong>of</strong>enrolment in pre-Ph.D. course/ capsuleprogramme, his/ her admission, shall be cancelled.His/ her admission will be revived on therecommendations <strong>of</strong> the Departmental Ph.D.Committee within a week, on the request <strong>of</strong> thestudent with a penalty <strong>of</strong> Rs. 1000/-NO CHANGE

However, the evaluation <strong>of</strong>Seminar/Research Assignment/literaturesurvey etc. will be made by theDepartmental Ph.D. Committee.iv) The qualifying marks <strong>of</strong> thePapers-I & II <strong>of</strong> the course shall be 50%.v) In case, a student fails in the Ph.D.Course Work, he/she shall be given onemore chance to appear in the examinationscheduled to be <strong>held</strong> in the next semester<strong>of</strong> the course work.vi) The course work is compulsory for allStudents (except M. Phil. candidatesexempted by the UGC as given in Clause7.8). However, Vice-Chancellor mayexempt a candidate from course work <strong>of</strong>the Pre-Ph. The presence <strong>of</strong> the DeanAcademic Affairs or the Dean <strong>of</strong> theFaculty concerned or Dean Research andDevelopment shall be necessary whenseminar is conducted.The allocation <strong>of</strong> the supervisors forselected students shall be decided by theDepartmental Ph.D. Committee in aphased manner spread over four yearsspan depending on the number <strong>of</strong> studentsper faculty member, the availablelaboratory/ infrastructure, specializationamong the eligible supervisors, and theresearch interest <strong>of</strong> the student asindicated during interview by the student.The allotment/allocation <strong>of</strong> supervisorshall not be left to the individual studentor teacher.1<strong>1.</strong> The Post-graduate Board <strong>of</strong> Studies shalldecide the case <strong>of</strong> admission as it deems fitand shall approve the topic <strong>of</strong> research andthe name <strong>of</strong> the supervisor recommended bythe departmental Ph. D. committee eitherfrom University Institute/Department orfrom a recognized college and JointSupervisor (Intra–Departmental/ Inter-Departmental/ External), if it considers itdesirable in a particular case. The reason forrecommendation <strong>of</strong> Joint Supervisor will berecorded in the proceedings.DELETED10. Prior consent <strong>of</strong> theJoint Supervisor shall be obtained before thecandidate’s admission.A college teacher with 5 years teachingexperience <strong>of</strong> P.G. classes, publication inthree Journals having ISSN number andinfrastructure for research available inhis/her college may supervise Ph.D.Scholars.An inspection committeeconsisting <strong>of</strong> Dean, Research &Development, Dean <strong>of</strong> the facultyconcerned and Chairperson <strong>of</strong> theDepartment concerned may inspect therequesting college(s) and recommend thename(s) <strong>of</strong> college(s) as to whether suchfacilities are available for research in theirdisciplines so that teachers <strong>of</strong> thatcollege(s) may be appointed assupervisors to the researchers.12. A Teacher may superviseeight (08) researchers at a time (if he/shepossesses a Ph.D. degree)13. If the Supervisor <strong>of</strong> acandidate leaves the University before thecompletion <strong>of</strong> the research work or isotherwise unable to see the work through,due to some valid reason(s), Vice-Chancellor may allow the change <strong>of</strong> theSupervisor, on the recommendation <strong>of</strong> theDepartmental Ph. The Departmental Ph.D.Committee will consider and recommend theapplication <strong>of</strong> the teacher concerned for inspection<strong>of</strong> the college by the standing committee <strong>of</strong> Dean,Research and Development or his nominee, Dean<strong>of</strong> the Faculty concerned and the Chairperson <strong>of</strong>the Department. Every candidate shall submit his/ her progressreport annually from the date <strong>of</strong> Ph.D. registrationduly recommended by the Supervisor to theChairperson/ Director <strong>of</strong> the Department/ Institutefor approval <strong>of</strong> the PGBOS.
