No. 0135 - 2523100, 2763507, Fax: 0135 - 2762245Invitation for Qualification for Development of Self Identified Renewable Energy Projects(Up to 25 MW ) on Build-Operate-Transfer (BOT) BasisUttarakhand Jal Vidyut Nigam Limited (UJVNL) invites proposals on behalf of Government ofUttarakhand (“GoU”) from Prospective Private Developers such as Private Ltd./Limitedcompany/Partnership Firms/Sole proprietary/Individuals, who are domiciles ofUttarakhand/Gram Panchayat of Uttarakhand/Society of Uttarakhand registered underSociety Registration Act 1860/ UP Co-operative Society Act 1965 for setting up of Micro &Mini Hydro and Other Renewable Energy Projects at various sites identified by theProspective Developer as "Self Identified Projects" as envisaged under the policy forHarnessing Renewable Energy Sources in Uttarakhand with Private Sector/CommunityParticipation as per Government of Uttarakhand(“GoU”) Notification No. 263/I(2)/2008-04(8)-96/2001 dated, 29.1.2008 published in the Uttarakhand Official Gazette on 9.2.2008. TheProspective Private Developer will have to take up the work from concept to commissioningincluding pre-feasibility, survey & investigation and preparation of DPR etc.The application format and guidelines can be obtained from the office of the ExecutiveDirector (Civil & Planning), UJVNL, Ujjwal , Maharani Bagh, G.M.S.Road, Dehradun,against payment of Rs. 5000/- only towards application fee (non-refundable) through demaddraft drawn in favour of “Uttarakhand Jal Vidyut Nigam Limited” (SBI A/C No- 30024638487)& payable at Dehradun. The guidelines/application format shall also be available on thewebsite uttarakhandjalvidyut.com. In case the application format is downloaded from thewebsite, the application fee should be submitted at the time of submission of proposal bythe Prospective Private Developer. The applications may be obtained from following officefrom dated 25.07.2008 to 09.09.2008 on submission of cost of Application fee in the form ofDemand Draft as mentioned above:Manager (A&S),Uttarakhand Jal Vidyut Nigam Ltd.,“Ujjwal”, Maharani Bagh,GMS Road,Dehradun - 248006.The applications on the prescribed format, supported with the requisite documents andapplication fee (non-refundable) shall be received in the above mentioned office on all theworking days from 10:00 AM to 5:00 PM. The application (s) shall be submitted in sealedcover duly superscribed "APPLICATION FOR ALLOTMENT OF HYDRO / OTHER REPROJECT". Last date for submission of completed application is Upto 1700 hours IST on10.09.2008. Applications not submitted on the prescribed format or not accompanied withthe requisite application fee shall not be accepted and shall be summarily rejected.IMPORTANT INSTRUCTION FOR APPLICANTS(A)Micro Projects (upto 100 KW) shall be exclusively reserved for the Individuals,who are domiciles of Uttarakhand, Gram Panchayat of Uttarakhand, Societies ofUttarakhand registered under Societies Registration Act 1860/ UP Co-operativeSocieties Act 1965. While allotting Mini Projects (from 100 KW & Upto 5 MW),preference will be give to the Individuals, who are domiciles of Uttarakhand,Gram Panchayat of Uttarakhand, Societies of Uttarakhand registered under

(B)(C)(D)Societies Registration Act 1860/ UP Co-operative Societies Act 1965 & Firmsregistered under the Companies Act 1956 & having their manufacturing unitslocated in Uttarakhand.Small Hydro Projects (from 5 MW and upto 25 MW) will be kept open for allcategories of Prospective Private Developers and shall be allotted on payment ofthreshold premium i.e Rs. 5 Lacs per MW or part there of.The Other RE Projects (Solar, Wind, Biomass, Municipal Solid Waste,Geothermal, Co-generation etc.) will be kept open for all categories of ProspectivePrivate Developers.Private Developers who have already submitted their application in response tothe policy of Harnessing Renewable Sources in Uttarakhand published inUttarakhand Official Gazette are advised that in case their projects falls undercategory of State Identified Projects (which can be seen on the website ofUJVNL) may take their application along with Demand Draft back from URJAcell, Secretariat, 4- Shubhash Road, Dehradun. In case the site does not comeunder State Identified Projects, the respective Developers who have alreadysubmitted the application with requisite application fee, are advised to submittheir application in the prescribed format without application fee by downloadingthe AFQ from the website of UJVNL subject to validity of demand draftsubmitted previously as application fee.If there is more than one applicant preference shall be given to the person of the area, orthe District. Not more than 3 projects shall be allotted for implementation to a ProspectivePrivate Developer.1. If the Prospective Private Developer is interested in applying for more than one project,separate applications for each project shall be submitted along with application fee foreach project.2. The UJVNL reserves the right to reject any or all applications without assigning anyreason.3. The Prospective Private Developer is advised to visit the proposed project sitepersonally before applying for a particular project to ensure that the project site is freefrom encumbrances and does not overlap with already allotted project site, includingallotted projects of various Central, State Government Agencies & Private ProspectiveDevelopers.4. The project will be allotted on the basis of the evaluation criteria prescribed in theEvaluation Criteria for Self Identified Projects.5. Projects already identified by the State owned Agencies or allotted to various developersshall not be considered as self identified projects. The list of these projects can be obtainedfrom the website of UJVNL or Office of Executive Director (Civil & Planning), UJVNL.6.
