政 府 任 務 Government Responsibilities在 推 動 消 費 者 保 護 業 務 的 工 作 方 向 上 , 政 府 首 要 之 務 在 建 立 法 規 或 制 度 , 透 過 行 政 監 督 , 維 護消 費 安 全 、 公 平 及 防 範 消 費 者 爭 議 之 發 生 ; 其 次 , 應 加 強 對 企 業 經 營 者 及 消 費 者 之 教 育 與 宣 導 , 以擴 散 消 費 者 保 護 理 念 及 提 升 消 費 者 自 覺 ; 惟 消 費 爭 議 之 發 生 仍 無 法 避 免 , 為 迅 速 處 理 並 降 低 民 眾 循司 法 程 序 請 求 救 濟 之 勞 費 , 政 府 爰 在 行 政 部 門 建 立 消 費 爭 議 申 訴 與 調 解 機 制 , 以 維 護 消 費 者 權 益 。前 言 Preface由 於 社 會 變 遷 , 為 了 滿 足 食 、 衣 、 住 、 行 、 育 、 樂 等 各 類 生 活 需 求 , 人 人 必 須 時 時 與 企 業 經營 者 進 行 各 種 消 費 活 動 ; 而 隨 著 商 品 與 服 務 提 供 的 科 學 化 、 大 量 化 , 生 產 與 銷 售 通 路 的 轉 變 , 以及 生 產 與 銷 售 者 的 企 業 化 、 集 團 化 等 因 素 , 消 費 者 保 護 遂 因 應 經 濟 之 成 長 與 變 遷 , 成 為 相 當 重 要的 課 題 。Due to social changes, in order to satisfy various living needs such as food, clothing,housing, transportation, education, and recreation, people are constantly engagingin various consumer activities with business operators. However, due to reasons such asthe technologizing and mass production of goods and services, the transformation ofproduction and distribution channels, as well as the enterprization and collectivization ofmanufacturers and sellers, consumer protection has become a vital issue in accordancewith the development and transition of economy.為 落 實 消 費 者 權 益 保 護 , 乃 有 我 國 消 費 者 保 護 法 之 制 訂 及 消 費 者 保 護 行 政 組 織 之 建 立 , 並 從消 費 者 教 育 、 消 費 者 保 護 機 制 之 建 立 、 行 政 監 督 及 消 費 爭 議 處 理 等 面 向 , 建 構 一 完 整 的 消 費 者 保護 體 系 。To protect consumers’ interests, the Consumer Protection Law was enacted in 1994and official consumer protection agencies were established. A comprehensive systemof consumer protection that encompasses of consumer education, establishment ofconsumer protection measures, administrative supervision to enterprises, and handling ofconsumer disputes has been instituted.In regard to the work direction of advancing consumerprotection, the government’s primary duty is to establish lawsor institutions and conducting administrative supervision tomaintain fair trading and safety of consumer goods, as wellas prevent the occurrence of consumer dispute. Secondly,the government shall enhance consumer education forboth business operators and consumers to spread ideasof consumer protection and to strengthen consumers’awareness. However, since consumer disputes are stillinevitable, the government has set up the mechanism to handle consumer complaints,disputes and mediations quickly in its administrative agencies and to decreaseconsumers’ costs incurred in taking judicial proceedings in order to protect consumers’interests.政 府 為 落 實 維 護 消 費 者 權 益 所 採 取 的 行 政 措 施 , 最 注 重 的 是 商 品 與 服 務 的 安 全 與 衛 生 , 以及 防 止 其 危 害 ; 為 滿 足 消 費 者 選 擇 之 自 由 , 對 商 品 或 服 務 的 標 示 、 廣 告 , 確 保 其 合 於 法 令 之 規定 ; 為 謀 求 企 業 經 營 者 與 消 費 者 實 質 地 位 之 平 等 , 促 進 商 品 或 服 務 之 公 平 交 易 及 合 理 價 格 ; 為提 升 消 費 者 保 護 意 識 , 則 為 加 強 消 費 者 保 護 教 育 及 辦 理 消 費 者 諮 詢 服 務 。 在 當 前 顧 客 導 向 的 時代 , 更 透 過 推 動 企 業 經 營 者 教 育 與 輔 導 計 畫 等 , 提 升 商 品 或 服 務 的 品 質 , 並 運 用 標 章 與 認 證 ,讓 消 費 者 可 以 辨 識 優 質 商 品 或 服 務 。Among the administrative measures adopted by the governmentto realize consumer protection, the priority is the safety and sanitationof goods and services, to prevent of their probable dangers. In order tosatisfy consumers’ freedom of choice, the government makes effortsto ensure that labeling and advertising of goods and services conformto regulations. To seek position of genuine equality between businessoperators and consumers, the government endeavors to promotefair trade and reasonable pricing of goods and services. To increaseconsumer awareness, it improves consumer education, also providesconsumer counseling services. Moreover, in this customer-orientedera, the government promotes education and guidance plans to business operators fortheir improvement in quality of goods and services. Furthermore, through application ofthe recognition marks and certificates, consumers can identify high-quality goods andservices.45
