經 費 編 列 Budgeting新 臺 幣 )行 政 院 消 費 者 保 護 委 員 會 2004 年 至 2011 年 度 及 本 處 2012 年 度 經 費 編 列 情 形 分 配 圖 ( 千 元 /The annual budgeting of Consumer Protection Commission, Executive Yuan, from2004 to 2011, and 2012 budgeting of the Department of Consumer Protection (DCP),Executive Yuan (Thousand/NTD)12000010000080000600004000020000115,840 112,021 109,057 108,168100,794 102,395 101,08186,452 90,937執 行 績 效 Execution Performance機 制 建 立 Establishment of the Mechanism為 策 定 政 府 部 門 年 度 的 消 費 者 保 護 推 動 政 策 與 措 施 , 本 處 每二 年 檢 討 分 析 消 費 爭 議 類 型 與 原 因 、 國 內 消 費 環 境 情 勢 及 國 際消 費 者 保 護 發 展 趨 勢 , 訂 定 「 消 費 者 保 護 計 畫 」, 再 由 中 央 各主 管 機 關 、 各 直 轄 市 、 縣 ( 市 ) 政 府 據 以 訂 定 「 消 費 者 保 護 方案 」, 藉 由 計 畫 與 方 案 之 配 合 , 讓 政 府 部 門 有 計 畫 、 有 系 統 的推 動 消 費 者 保 護 業 務 。To draft the government’s annual consumer protectionpolicies and measures, biennially DCP reviews and analyzesthe consumer environment and conditions in Taiwan,such as the types and reasons of consumer disputes, andinternational trends of consumer protection development.Moreover, DCP enacts ‘Consumer Protection Plan’, andthen the responsible agencies of the central government,the municipalities, and the county/city governments set‘Consumer Protection Projects’ based on the abovementionedplan. By cooperation between the plan and the projects, the agencies ofthe government will systematically promote consumer protection works.02004 2005 2006 2007 2008 2009 2010 2011 2012行 政 院 消 費 者 保 護 委 員 會 CPC行 政 院 消 費 者 保 護 處 DCP為 因 應 各 種 新 興 的 消 費 者 保 護 議 題 , 法 令 與 管 理 機 制 的 建 立 是 最 重 要 的 手 段 。 消 費 者 保護 法 於 立 法 後 , 已 經 歷 二 次 修 正 。 對 遠 距 交 易 是 否 應 賦 與 消 費者 猶 豫 期 間 等 議 題 , 本 處 目 前 也 在 審 慎 研 討 。 此 外 , 對 於 基 因食 品 、 有 機 食 品 、 電 子 商 務 、 農 產 品 之 履 歷 等 議 題 , 本 處 也 透過 協 調 督 導 之 作 為 , 請 主 管 機 關 透 過 法 令 或 機 制 的 建 立 , 落 實保 障 消 費 者 權 益 。12The most important way of coping with differentemerging consumer protection issues to establish laws andregulatory mechanisms. The Consumer Protection Law hasalready been amended twice since it went into effect.Regarding issues such as if the consumers should be givenreasonable cooling off periods for distant transactions,DCP is now carefully studying and evaluating. Besides,for issues like genetically modified food, organic food,e-commerce, and the traceability of agricultural products,via coordination and supervision DCP requests responsibleagencies to establish laws or mechanisms to protectconsumers’ interests.13
