Chapter 1:Introduction1.1 How this Manual is organizedThis Manual consists of 4 parts.This first part, Background, provides the necessary context for theremainder of the manual. The 3 chapters within this part are:Chapter 1: Introduction, which explains the purpose of the Manualand the new developments that have influenced OSMV’s approach todriver fitnessChapter 2: The Driver Fitness Program, which provides an overviewof the authority for, and activities of, the Driver Fitness Program, aswell as the roles and responsibilities of the various Driver FitnessProgram partners, andChapter 3: Driver Fitness Program Principles, which are thefoundation for the policies and procedures presented in Parts 2 and 3of the manual.The second part, Policies and Procedures, outlines OSMV policies andprocedures applicable to each of the four activities of the Driver FitnessProgram. The five chapters within this part are entitled:Chapter 4: Introduction to the Policies and ProceduresChapter 5: Screening Policies. Because screening is largelyconducted by OSMV’s Driver Fitness Program partners, proceduresare not included in this chapter.Chapter 6: Assessment Policies and ProceduresChapter 7: Determination Policies and Procedures, andChapter 8: Reconsideration Policies and Procedures.The third part of the Manual contains the medical condition chapters. Thefirst chapter in this part, Chapter 9, is an introduction that outlines thepurpose and the format of the medical condition chapters. Chapter 10:Medical Conditions at-a-Glance, is a table that may be used as a quickreference to determine how each of the identified medical conditionsaffects the functions necessary for driving. Chapters 11 through 31 are theactual medical condition chapters.The fourth part of the Manual contains the Appendices. These include:Appendix 1: Glossary of Terms used throughout the Manual2

Appendix 2: Excerpts from the MVA that are relevant to the DriverFitness ProgramAppendix 3: Aging Drivers, which describes the research in support ofroutine screening of drivers who are 80 years of age and olderAppendix 4: Licence Classes, which describes the various classes ofdriver’s licencesAppendix 5: Drafting and Approval Process, which describes how themedical condition guidelines were drafted and approvedAppendix 6: The Relationship between BC Driver Fitness Policy andPolicy in other Jurisdictions, which is primarily of relevance tocommercial drivers who wish to drive in the United States, and1.2 Purpose of this ManualThis Manual documents the Driver Fitness Program policy and proceduresof the Office of the Superintendent of Motor Vehicles. It is to be used byOSMV staff when making driver fitness determinations.1.3 A changing approach to driver fitnessPrior to the publication of this Manual, OSMV and health carepractitioners in BC relied on the 1997 Guide for Physicians inDetermining Fitness to Drive a Motor Vehicle, 7 th edition (the Guide).The Guide was drafted in partnership between OSMV and the BritishColumbia Medical Association (BCMA) and was published by the BCMAfor use by both physicians and OSMV.The guidelines in the 1997 Guide were based on a diagnostic model fordetermining driver fitness. That is, guidelines were based primarily on themedical condition and the presumed group characteristics of people withthat condition rather than on how the medical condition affected thefunctions necessary for driving on an individual basis. In terms of anevidentiary basis, the Guide reflected the consensus opinion of practicingphysicians including members of specialty sections within the BCMA.Since the 1997 edition, three developments have had a significant impacton driver fitness policy in BC:3
