(3) Every rule made under this section shall be laid, as soon as may be after it ismade, before the State Legislature while it is in session for a total period of thirty daysand if before the expiry of the above period the State Legislature agrees in making anymodification in the rule, the rule shall thereafter have the effect only in such modifiedform, however that any such modification shall be without prejudice to the validity ofanything previously done under that rule.PART XIVEFFECT ON EXISTING CENTRAL LEGISLATIONEffect of the Act on theIndian Electricity Act,1910 and the Electricity(Supply) Act, 1948.56. (1) Except as provided in section 57 of this Act, the provisions of this Act,notwithstanding that the same are inconsistent with or contrary to the provisions of theIndian Electricity Act, 1910, or the Electricity (Supply) Act, 1948 shall prevail in themanner and to the extent provided in sub-section(3).(2) Subject to sub-section (1) in respect of all matters in the Indian ElectricityAct, 1910 and the Electricity (Supply) Act, 1948, with which Haryana State ElectricityBoard has been concerned or dealing with, upon the constitution of the Commission thefunctions of the Board shall be discharged by the Commission and the Transco,provided however:--(a) the State Government shall be entitled to issue all policy directives andundertake overall planning and coordination as specified in section 12 ofthis Act and to this extent the powers and functions of the Haryana StateElectricity Board as per the provisions of the Indian Electricity Act, 1910and the Electricity (Supply) Act, 1948 or rules thereunder shall vest in theState Government and the State Government shall coordinate and dealwith the Central Government and the Central Electricity Authority;(b) in respect of such matters which the Commission directs in terms of ageneral or special order, or in the regulations or in the licence as the casemay be the Generating Company or Companies, the licensees or otherbody corporate as may be designated by the Commission shall dischargethe functions of the Board under the Indian Electricity Act, 1910 and theElectricity (Supply) Act, 1948 to the extent directed by the Commission orspecified in licences.(3) Subject to sub-section (1) and (2) of this section, upon the establishment ofthe Commission the provisions of the Indian Electricity Act, 1910 and the Electricity(Supply) Act, 1948 shall, in so far as the State is concerned, shall be read subject to thefollowing modifications and reservations.48
