The fines which the Commission shall be entitled to imposemay extend up to Rs. 1,00,000 (one lakh) for an act of non-compliance or violation anda further amount not exceeding Rs. 6,000 (six thousand) for every day during which thenon-compliance or violation continues.(2) The Commission shall, while making an interim or final orders under thisPart, shall be entitled to direct compensation to be paid by the person guilty of violationor non compliance as provided in sub-section (1) to the person or persons affected bysuch violation or non compliance.(3) The fines, charges and compensation which may be imposed by theCommission under this section shall be in addition to and not in derogation of any otherliability, which the person guilty of violation or non compliance may have incurred.General Control of theCommission.31 A. (1) The generating companies shall comply with the provisions of theregulations framed by the Commission from time to time governing the terms andconditions for the operation and maintenance of the power system and electric supplylines.(2) After the Act comes into force all assets, properties, interests in propertyand other facilities forming part of or used in connection with the electricity industry inthe State of Haryana, established in the State whether before or after thecommencement of the Act, shall be deemed to be special properties and the same shallbe subject to the regulations to be framed by the Commission.PART XADVISORY COMMITTEE, CONSUMER CONSULTATION,ETC.Commission AdvisoryCommittee.32. (1) The Commission shall constitute a committee to be known as theCommission Advisory Committee, in consultation with the State Government whichshall consist of such number of persons being not less than 9 and not more than 15 asthe Commission may appoint after consultation with such representatives or bodiesrepresentative of the following interests as the Commission thinks fit, that is to say,holders of supply licences in the State, holders of transmission licences in the State,generating companies operating in the State, commerce, industry, transport,agriculture, labor employed in the electricity supply industry and consumers ofelectricity.(2) The Chairman and members of the Commission shall be ex-officioChairman and members of the Commission Advisory Committee39
