(7) The Commission may revoke a final order at any time, but before revoking afinal order the Commission shall give notice:-(a) stating that it proposes to revoke the order and setting out its effect; and(b) specifying the period (being not less than 30 days from the date of deliveryof the notice) within which representations or objections to the proposedpublication may be made, and shall consider any representations orobjections which are duly made and not withdrawn within 10 days.(8) If, after giving a notice under sub-section (7) above, the Commissiondecides not to revoke the final order to which this notice relates, it shall give notice ofits decision to the concerned persons.(9) A notice under sub-section (7) or (8) above shall be given by the procedureset out in clauses (a) and (b) sub-section (7) of section 28Effect and enforcementof Interim and FinalOrders and EmergencyProvision.30. (1) Without prejudice to section 46 of this Act, all orders and directions,interim or final passed by the Commission shall, be enforceable in law as if it is adecree passed by a Civil Court.(2) The Commission shall be entitled to take such assistance of the police andother authorities in the State required to effectively enforce the orders and directionsgiven by the Commission.(3) The Commission shall be entitled to give directions for vesting of themanagement and control of any of the undertaking of the licensee with the assets,interests and rights of the undertaking pending any inquiry and passing of interim orfinal orders in the matter, if the Commission considers, taking into account the objectand purposes of this Act and the need to maintain continued supply of electricity in anefficient and safe manner to the consumer, it is imminent to pass such orders ordirections. Such directions or orders shall not be questioned on the ground that no priornotice of or hearing on the intention to pass the order or direction was given to thelicensee. The Commission shall however give opportunity to the licensee and hear thelicensee before passing further orders in terms of sections 28 and 29 of this Act.Fines and Charges.31. (1) The Commission shall be entitled to impose such fines and charges as maybe prescribed by the Commission in the regulations for non compliance or violation onthe part of the Generating Companies, licensees or other persons, of the provisions orrequirements of this Act or rules and regulations framed thereunder and direction ororders of the Commission38
