applicable to all such specified services provided to the type ortypes of customers specified in the tariff.Finances of licensees.27. (1) The State Government may, with the approval of the State Legislature,from time to time make subventions to any licensee for the purpose of this Act or theElectricity (Supply) Act, 1948 for such amounts as may be recommended by theCommission and on such terms and conditions as the State Government maydetermine.(2) The State Government may from time to time advance loans to any licenseeor Generating Company which for the time being is wholly or partly owned by theState Government on such terms and conditions, not inconsistent with the provisions ofthis Act or the Electricity (Supply) Act, 1948, as the State Government may determine.(3) The State Government may guarantee in such manner as it thinks fit therepayment of the principal or the payment of interest (or both) on any loan proposed tobe raised by any licensee or Generating Company which is for the time being wholly orparty owned by the State Government or the discharge of any other financial obligationof any licensee or Generating Company; provided that the State Government shall, solong as such guarantees are in force, lay before the State Legislature during the budgetsession in every year a statement of the guarantees, if any, given during the currentfinancial year of the State and an up-to-date account of the total sums, if any, whichhave been paid out of State revenues in each case by reason of any such guarantees orpaid into State revenues towards repayment of any money so paid out.PART IXCOMMISSION'S POWER TO PASS ORDERS ANDENFORCE DECISIONSInterim Orders forSecuring Compliance.28. (1) Where the Commission is satisfied that a licensee is contravening, or islikely to contravene any relevant condition or requirement it shall by final order undersection 29 and, if it thinks it appropriate in accordance with sub-section (2) by interimorder under this section, issue such directions as it deems proper for securingcompliance.(2) In determining whether it is appropriate that an interim order be made, theCommission shall have regard, in particular to-(a) the extent to which the contravention or likely contravention by the licenseewill affect the achievement of the objects and purposes of this Act;34
