Our strategic goals observe both <strong>the</strong> national andM<strong>in</strong>istry <strong>of</strong> Interior’s strategic plan by;“Provid<strong>in</strong>g an effective <strong>fire</strong>fight<strong>in</strong>g and emergency response system delivered by qualified and well tra<strong>in</strong>edpeople us<strong>in</strong>g <strong>the</strong> latest technologies to ensure lives and properties are safeguarded”As a result, <strong>the</strong> UAE can be ‘benchmarked’ with o<strong>the</strong>r Countries that are witness<strong>in</strong>g a decl<strong>in</strong>e <strong>in</strong> <strong>fire</strong>s and<strong>in</strong>cidents when compared to <strong>the</strong> density <strong>of</strong> population. As an example, <strong>the</strong> number <strong>of</strong> <strong>fire</strong> <strong>in</strong>cidents has beenreduced by 39% <strong>in</strong> 2011 compared to 2010, with a marked reduction <strong>in</strong> small and medium <strong>fire</strong> <strong>in</strong>cidents,toge<strong>the</strong>r with a high percentage achievement <strong>of</strong> a 9 m<strong>in</strong>ute response time for first attendance at <strong>in</strong>cidents.“Provid<strong>in</strong>g excellent performance and support dur<strong>in</strong>g disasters and crises”Confirmation <strong>of</strong> performance and support are achieved dur<strong>in</strong>g disasters and crisis situations. Civil DefenceDepartments conduct a range <strong>of</strong> jo<strong>in</strong>t <strong>fire</strong> safety and evacuation drills <strong>in</strong> association with o<strong>the</strong>r safety agenciesfor both <strong>the</strong> public and private sectors. Evacuation drills carried out <strong>in</strong> Dubai dur<strong>in</strong>g 2011 was estimated at356 drills, which targeted 178,530 persons. Customer satisfaction percentage achieved was 97.2%. Thenumber <strong>of</strong> drills carried out has <strong>in</strong>creased by 142.4% compared to <strong>the</strong> target number set out <strong>in</strong> our annualplan.“Spread<strong>in</strong>g a <strong>fire</strong> safety and awareness culture across <strong>the</strong> community “In this regard, a National Safety campaign was launched target<strong>in</strong>g ‘domestic safety’ with an achieved target <strong>of</strong>50% <strong>of</strong> homes <strong>in</strong> UAE be<strong>in</strong>g visited dur<strong>in</strong>g a six month period. This was aimed at preventive awareness andremov<strong>in</strong>g violations which threaten public safety. Dur<strong>in</strong>g <strong>the</strong> campaign, 206,490 houses (61.4% <strong>of</strong> <strong>the</strong> totaldwell<strong>in</strong>gs) were visited, aga<strong>in</strong> with a marked customer satisfaction percentage <strong>of</strong> 92%.Similarly a National Safety campaign was also executed at <strong>in</strong>dustrial areas, with teams visit<strong>in</strong>g <strong>in</strong>dustrialfacilities at different <strong>in</strong>dustrial areas across <strong>the</strong> country. 31,647 facilities were <strong>in</strong>spected. The teams alsomanaged to correct violation situations <strong>in</strong> 13,400 facilities and 53,426 people were tra<strong>in</strong>ed <strong>in</strong> <strong>the</strong> basic skills <strong>of</strong><strong>fire</strong>fight<strong>in</strong>g and awareness.“Equipp<strong>in</strong>g operations with <strong>the</strong> best and appropriate equipment and technologies”The latest state <strong>of</strong> <strong>the</strong> art technologies have been <strong>in</strong>troduced for various services such as, ‘e-eng<strong>in</strong>eer<strong>in</strong>g’ foronl<strong>in</strong>e draw<strong>in</strong>g approval and <strong>the</strong> ’24 x 7 smart system’ for build<strong>in</strong>g electronic monitor<strong>in</strong>g and <strong>protection</strong>.Currently 61.7% <strong>of</strong> build<strong>in</strong>gs are connected to <strong>the</strong> system and 95.7% surveyed for connection.In addition, <strong>the</strong> ‘UAE Fire and Life Safety Code <strong>of</strong> Practice’ with our Standard Operat<strong>in</strong>g Procedures (SOPs) isconsidered a first <strong>in</strong> <strong>the</strong> region. This will contribute to reduced costs and effort. PART 5: CERTIFICATION OF FIXED FIRE PROTECTION SYSTEMS INTHE NETHERLANDSINTRODUCTIONThe LPS 1233 Scheme: <strong>Certification</strong> <strong>of</strong> <strong>fire</strong> <strong>protection</strong> <strong>systems</strong> <strong>in</strong> The Ne<strong>the</strong>rlands, is operated by LPCBunder a Memorandum <strong>of</strong> Understand<strong>in</strong>g with <strong>the</strong> Dutch Centre for Crime Prevention (Centrum voorCrim<strong>in</strong>aliteitspreventie en Veiligheid; CCV). It comprises approval <strong>of</strong> <strong>systems</strong> and <strong>in</strong>stallation contractors.The follow<strong>in</strong>g types <strong>of</strong> <strong>fire</strong> <strong>protection</strong> <strong>systems</strong> are <strong>in</strong>cluded: Spr<strong>in</strong>kler <strong>systems</strong> <strong>in</strong>clud<strong>in</strong>g spr<strong>in</strong>klers with electrical signall<strong>in</strong>g Spr<strong>in</strong>kler <strong>systems</strong> <strong>in</strong>clud<strong>in</strong>g pre-action (with electrical actuation) Spr<strong>in</strong>kler <strong>systems</strong> <strong>in</strong>clud<strong>in</strong>g deluge (with electrical actuation) Spr<strong>in</strong>kler <strong>systems</strong> <strong>in</strong>clud<strong>in</strong>g water spray (with actuation detection and with or without foam additive) Foam <strong>systems</strong> (with actuation detection) Gas suppression <strong>systems</strong> (with electrical actuation)Overview <strong>of</strong> <strong>the</strong> LPS 1233 scheme (see def<strong>in</strong>itions below)When <strong>the</strong> design for <strong>the</strong> <strong>fire</strong> <strong>protection</strong> <strong>systems</strong> is developed by <strong>the</strong> <strong>in</strong>staller, it is submitted to <strong>the</strong> InspectionOrganisation for review aga<strong>in</strong>st <strong>the</strong> requirements <strong>of</strong> <strong>the</strong> Contract Specification and applicable standards andnorms. When <strong>the</strong> <strong>fire</strong> <strong>protection</strong> system has been <strong>in</strong>stalled, it is <strong>in</strong>spected by <strong>the</strong> Inspection Organisation whoalso witnesses commission<strong>in</strong>g tests. The Inspection Organisation <strong>the</strong>n produces an <strong>in</strong>spection report and LPS1233 system certificate for review by LPCB before <strong>the</strong> certificate is issued to <strong>in</strong>terested parties.Committee StructureThe technical committee responsible for <strong>the</strong> LPS 1233 Scheme is <strong>the</strong> TC Brandbeveilig<strong>in</strong>g (TechnicalCommittee for Fire Safety) which is part <strong>of</strong> CCV and acts as <strong>the</strong> forum for represent<strong>in</strong>g stakeholders.
