By Cora ZaletelIn the Fall 2006 convocationaddress on his first day as the13th president of ColoradoState University-Pueblo, JoeGarcia humbly confessed that hewouldn’t be able to accomplishall the goals set out for himbecause “I am, after all, justan ordinary Joe. And even anextraordinary Joe couldn’t doall the things we all want to seehappen here.”But this Harvard trainedlawyer is anything but average,as faculty, staff, and communitymembers have witnessed duringhis first 100 days in office– whether he is cruising campuson his motorcycle, inspiring astudent at an Out of Office Hour, grabbing a rebound at a pickupbasketball game, or settingambitious five-year stretch goalsfor enrollment, graduation, andretention rates.12 C O L O R A D O S T A T E U N I V E R S I T Y - P U E B L O

Garcia’s love for southern Colorado and his beliefin the transformative powers of higher educationmotivated him to seek the appointment. He calls hisfive years as president of Pikes Peak CommunityCollege (PPCC) “the best professional experience of mylife,” and he intends to work in higher education for therest of his professional career. His reasons for the moveto CSU-Pueblo include the potential for the Universityto change the lives of the individual students whoattend it as well as the University’s role in improvingthe economic, civic, and cultural climate of southernColorado.Garcia knows what education has done for him andhis siblings, and he enjoys hearing from others howtheir lives have improved as a result of attending aninstitution of higher education. Raised in a militaryfamily and educated in public schools, all of the fiveGarcia siblings earned college degrees and morethan a half dozen graduatedegrees as well. In recentyears, his mother earned bothan associate’s degree and abachelor’s degree, setting anexample consistent with themessage she always preachedabout the value of education.Garcia’s older sister is nowa medical doctor practicingin a rural women’s healthclinic and both of his youngerbrothers have undergraduateand graduate degrees fromthe Massachusetts Institute ofTechnology (MIT), one of thepremier engineering schools inthe country. But his passion for highereducation really comes from thesuccess stories he saw at PPCC, where many enteringstudents lack financial resources, family support, orstrong academic preparation.“At PPCC, I saw students completely turn theirlives around, going from homelessness to graduateschool. Stories like that would be unbelievable if yousaw them in a movie,” he said, “but I heard dozens ofthem and knew them to be true. How can you not beinspired by that?”Those stories have followed him to CSU-Pueblo,where students like Debbie Woodhouse have stoppedhim as he walked the campus to share their progressand remind him of the influence he has had on theirlives. While at PPCC, Woodhouse said Garcia called herto talk about her sub-par performance and changed herlife with his words. Now a senior at CSU-Pueblo, she isan honor roll student and president of the History Club.At Pikes Peak, Garcia oversaw three campusesthat served more than 16,000 students annuallythrough associate’s degree programs, business trainingworkshops, and continuing education programs.Among his accomplishments at PPCC since 2001,Garcia built strong ties with the African Americanand Latino communities, constructed two new campuschild development centers, increased full-time facultypositions, led a successful re-accreditation of theCollege, expanded the Downtown Campus, and forgednumerous partnerships between the school and areabusinesses, churches, and civic organizations. Thenumber of students increased at an average rate of5 percent per year at the three campuses during histenure, even while the college’s general fund allocationfrom the state decreased from $16 million to $12million.Garcia’s road to the presidency is anythingbut ordinary for a higher education leader. Hisdiverse employment history includes stints as theRocky Mountain Statesrepresentative for the U.S.Department of Housingand Urban Development, executive director of theColorado Department ofRegulatory Agencies, anda partner in the ColoradoSprings office of the law firmHolme, Roberts & Owen.He obtained his law degreefrom Harvard Law Schooland a bachelor’s degree inbusiness from the Universityof Colorado-Boulder. He andhis wife, Claire, an Englishprofessor at ColoradoCollege, have four children— twins Mateo and Dolores,Joaquin, and Jose.Garcia has twice been selected as Hispanic BusinessMagazine’s “Hispanic Legal Elite” and as “Presidentof the Year” by the Colorado Community CollegesState Student Advisory Council. The Colorado SpringsNAACP also named him “Outstanding Administratorin Higher Education” in 2004, and the ColoradoSprings Hispanic Chamber of Commerce named him“Community Leader of the Year” in 2005.Extraordinary accomplishments for a boy who selfadmits to being “a less than stellar student” and whowas driving a garbage truck before filling out his lawschool application. Not So Average Joe Garcia explained later in hisconvocation address that only through collaboration andteamwork will he be able to achieve the many goals setbefore him.“But the fact that I can’t do those things doesn’tmatter, because, honestly, I believe that workingtogether, we can do those things,” he said.F a l l 2 0 0 6 13
