From the Secretary GeneralBrussels, 3 January 2013THEMIS 2013Dear Colleagues,The European Judicial Training Network has the great pleasure to announce the opening ofthe 8 th Edition of the THEMIS Competition, which is substantially funded by the EuropeanUnion and which is offered in collaboration with the Council of Europe.The competition is addressed to trainees from all institutions and schools responsible for thetraining of the European magistracy. A definition of the term “trainee” for these purposes iscontained within the full project description, which is sent herewith. You are invited to joinwith participants from other European countries to debate, exchange knowledge and pointsof view on different aspects of European Law. We count on your participation to developthese contacts and to contribute to the evolution of the European judicial system.To allow the maximum number of participating teams (44), the Competition will consist offour semi-final heats with the winners and runners-up of each progressing to a final week.Full details are contained in the documentation. The competition this year will be held only inEnglish.Semi-final A will be addressed to the topic of International Cooperation in Criminal Matters.It will be held at the CEJ Madrid, Spain between 15 and 18 April, 2013. Papers shall be sentto <strong>EJTN</strong> no later than March 22, 2013, 17:00 Brussels time.Semi-final B will be addressed to the topic of International Cooperation in Civil Matters. It willbe held at the National Courts Administration of the Republic of Lithuania, Vilnius, inLithuania between 13 and 16 May, 2013. Papers shall be sent to <strong>EJTN</strong> by no later thanApril 26, 2013, 17:00 Brussels time.Semi-final C will be addressed to the topic Interpretation and Application of Articles 5 and 6of the ECHR. It will be held at the Institut de Formation Judiciaire (IFG-IGO), Brussels, inBelgium between 17 and 20 June, 2013. Papers shall be sent to <strong>EJTN</strong> no later than May 24,2013, 17:00 Brussels time.Semi-final D will be addressed to the topic of Magistrate’s Ethics and Deontology. It will beheld at the National Office for the Judiciary, Budapest, in Hungary, between 25 and 28 June,2013. Papers shall be sent to <strong>EJTN</strong> by no later than May 31, 2013, 17:00 Brussels time.The Grand Final will be held at the National Institute of Magistracy, Bucharest, in Romania,between 21 and 25 October, 2013.1 | P a g eWith the support ofThe European Union


You will find the detailed description of the project annexed to this email together with a teamentry form. I warmly invite the participation of your organisation in this event and urge you toenter a team by completing the appropriate annexed paperwork and returning it to <strong>EJTN</strong> inthe manner set out on the entry form by February 15, 2013, 17:00 Brussels time. Since thenumber of participating teams is limited, places will be reserved in the order that applicationsare received.<strong>EJTN</strong> will cover expenses entailed by the participant present at the semi-finals and theGrand Finale as follows:Participants will pay their town transport costs, but will subsequently be reimbursedthese costs up to a maximum of €400 after each semi-final and Grand Finale.Participants’ meals and accommodation costs will be reimbursed by <strong>EJTN</strong> on thebasis of the established per diem rates of each hosting country after each semi-finaland Grand Finale.The accompanying teacher and the members of the jury will benefit from the samerules.You will receive in detail the process of reimbursement after the acceptation of yourparticipation in the THEMIS competition.We shall, of course, be pleased to answer any further questions that you may have.
