OBJECTIVE OF THE CALL FOR EXPRESSION OFINTERESTThe purpose <strong>of</strong> this EOI is to increase the rake handling facilities at <strong>Chennai</strong> <strong>Port</strong>Railways through Public Private Partnership project, which has the key objective <strong>of</strong>:• To develop a common user full rake handling facility. To develop aconceptual plan that augments the necessary infrastructure to handle two fullrakes at Bharathi Dock <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong>.<strong>Chennai</strong> <strong>Port</strong> is keen to promote private partnerships to develop and operate thiscommon user facility. <strong>Chennai</strong> <strong>Port</strong> anticipates that this approach will lead tostreamlined management <strong>of</strong> its meagre rail resources to meet the increasedexpectations <strong>of</strong> the trade and, bring in cost efficiency.4. BACKGROUND IN<strong>FORMAT</strong>ION:The <strong>Chennai</strong> <strong>Port</strong> Railway system cater to the needs <strong>of</strong> Shipping industry andfunctions as a Terminal Railway Station (HOM) rendering terminal services on behalf<strong>of</strong> the Trunk Railway for the purposes <strong>of</strong> receiving the goods for shipment anddespatching the imported goods to destination all over India by rail.The <strong>Chennai</strong> <strong>Port</strong> Railway is a member <strong>of</strong> IRCA (Indian Railway ConferenceAssociation) and follows the provisions <strong>of</strong> the Indian Railway Act <strong>of</strong> 1890 with regardto the custodian and disposal <strong>of</strong> goods.The <strong>Port</strong> has its own locomotives and commercial staff, various sidings, plots,wharves and open yard, transit sheds for handling bulk cargo, Granite block,Fertilizer, etc.The total length <strong>of</strong> the railway line inside <strong>Chennai</strong> <strong>Port</strong> is 43 kms. The wagonsare interchanged at Bharathi Dock via Royapuram (RPM) station and for MarshallingYard and Northern & Centre Yard via Madras Beach Station (MSB). Three yards viz.Marshalling Yard, Bharathi Dock and Northern & Centre Yard are interconnected witheach other.The Railway Division <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong> takes over rakes from the SouthernRailway under acknowledgement and breaking up the rake for placement at differentsidings earmarked for unloading / loading. The requirement <strong>of</strong> wagons for loadingreceived from wagon users are passed to the Southern Railway daily. Gate pass forwagons to be unloaded and effecting delivery on consignments to the bonafideconsignees and despatch <strong>of</strong> wagons after complying with Railway Commercialformalities are done by railway division. Railway Receipts are generated and issuedfor the goods booked from HOM, and recovery <strong>of</strong> freight, maintenance <strong>of</strong> stationaccounts and furnishing <strong>of</strong> the periodical returns to the Railway are day to day work<strong>of</strong> <strong>Chennai</strong> <strong>Port</strong> Railway Division.To cater to the need <strong>of</strong> Container Traffic, M/s. CONCOR handles containertrains at CONCOR siding in Northern & Centre yard and Private Container Operator(PCO) viz. M/s. Arshiya Rail Terminal Pvt. Ltd., handle their container trains at CITPLEOI / PPP / 13 Dated 15 th March 2012 Page | 4


<strong>Chennai</strong> <strong>Port</strong> Trust – ISO 9001:2008 & ISPS Compliantsiding (Second Container Terminal) inside <strong>Chennai</strong> <strong>Port</strong>. Further M/s. Hind TerminalsPvt. Ltd., a PCO, has also been given in-principle approval to handle their containertrains at CITPL siding inside the <strong>Port</strong>.The container traffic has grown consistently over the years. Given theconstraints <strong>of</strong> the approach roads to <strong>Chennai</strong> <strong>Port</strong>, the container traffic flow from andto the hinterland is inhibited owing to limitations <strong>of</strong> road transport. To encourage<strong>Chennai</strong> <strong>Port</strong> Container terminals (Existing two terminals plus proposed megaterminal) to evacuate and aggregate using rail network, it is necessary to increasethe rake handling facilities at <strong>Chennai</strong> <strong>Port</strong>.5. DESCRIPTION OF THE PROJECT:Bharathi Dock has five reception lines with full Overhead facility to facilitate return <strong>of</strong>Southern Railway Loco, four Despatch lines with top wiring, two Tippler with fourfeeder and four ejector Railway lines with hump arrangement. The length <strong>of</strong> railwaylines at Bharathi Dock is 16 kms.The rakes to be received on Western Yard (Reception Yard) if SouthernRailway brings rakes with AC locomotives and placed on Eastern yard 1,2,3,4,5, linesin multi-placement by <strong>Port</strong> locos from southern side.Two sidings at the Bharathi Dock have to be developed for placement <strong>of</strong> fullrakes as common user railway sidings.6. EXPECTED BENEFITS FROM THE PROJECTThe expected benefits <strong>of</strong> developing a common user facility to handle two full rakesat Bharathi Dock are listed below:i. Creation <strong>of</strong> a common user facility that will increase the rake handling capacity <strong>of</strong><strong>Chennai</strong> <strong>Port</strong>.ii. Increase in the number containers / cargo moved in and out <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong> byRail.iii. Complement Southern Railways efforts towards development <strong>of</strong> a dedicated Railfreight corridor.iv. Increase the contribution <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong> in its effort to reduce emission levelsand towards a green port concept.v. A boost to the evacuation and aggregation <strong>of</strong> container / cargo from variousterminals.10. HOW TO EXPRESS INTERESTInterested parties may submit their conceptual plans for the scheme along with thecompany pr<strong>of</strong>ile, major works undertaken particularly <strong>of</strong> similar nature, etc. theparties are free to add any additional information concerning the scheme.
