Section 2(pages 6 to 157) lists individual chemicals that meet the definition of the EPCRA section 313'certain glycol ethers' category. This list consists only of chemicals that have been assigned CASnumbers and, thus, is not exhaustive. If a facility manufactures, processes, or otherwise uses, ingreater than threshold quantities, a glycol ether that meets the category definition, whether or notthat chemical is on this list, they must report the chemical.Section 3 (pages 158 to 159) lists chemical mixtures which contain glycol ethers thatmeet the definition of the EPCRA section 313 'certain glycol ethers' category. EPA has tried tomake this list as complete as possible; however, not all mixtures that contain reportable glycolethers will necessarily appear on this list. If a facility manufactures, processes, or otherwise usesa mixture which includes components, in greater than threshold quantities, that meet thedefinition of the EPCRA section 313 'certain glycol ethers' category, they must report the glycolether component(s) that meet the category definition.Section 4 (pages 160 to 178) lists oligomeric and polymeric chemicals (for the categoryformula, R - (OCH 2 CH 2 ) n - OR', n is unspecified) that might contain a glycol ether component (n= 1, 2, or 3). EPA has tried to make this list as complete as possible; however, not all oligomericor polymeric chemicals that might contain glycol ethers will necessarily appear on this list. If afacility manufactures, processes, or otherwise uses an oligomeric or polymeric chemical thatcontains components, in greater than threshold quantities, that meet the definition of the EPCRAsection 313 'certain glycol ethers' category, they must report the glycol ether component(s) thatmeet the category definition.Ethylene Glycol Ethers versus Propylene Glycol EthersThe members of this category are glycol ethers derived from ethylene glycol, diethyleneglycol, and triethylene glycol. This category does not contain glycol ethers based on propyleneglycol, dipropylene glycol, or tripropylene glycol.4
Individually Listed Glycol EthersThere are two chemicals, 2-methoxyethanol (CAS number 109-86-4) and 2-ethoxyethanol (CAS number 110-80-5) that are on the individual chemical list and CAS numberlist (40 CFR 372.65(a) and (b)). Threshold determinations should be made for each of thesechemicals individually and separately from the glycol ethers category.De Minimis ConcentrationsThe glycol ethers category is subject to the one percent de minimis concentration. Thus,mixtures that contain members of this category at concentrations equal to or in excess of onepercent should be factored into threshold and release determinations.5
