checks on persons who work with children, such as day care providers. <strong>The</strong> Adam Walsh <strong>Child</strong>Protection <strong>and</strong> Safety Act of 2006 (P.L. 109-248) requires that HHS conduct a study to assess thefeasibility of establishing a national child abuse <strong>and</strong> neglect registry <strong>and</strong> present the results in aReport to Congress. This interim report describes key issues regarding the feasibility ofestablishing a national child abuse registry <strong>and</strong> concludes that implementation is not feasibleunder the statutory limitations of the authorizing legislation. Further feasibility study activitiesare underway <strong>and</strong> will be described in a final report when results are available. Office of Refugee Resettlement<strong>The</strong> <strong>Child</strong>ren’s Bureau (CB) works closely with the Office of Refugee Resettlement (ORR).CB’s Office on <strong>Child</strong> Abuse <strong>and</strong> Neglect (OCAN) partnered with ORR’s Division ofUnaccompanied <strong>Child</strong>ren’s Services (DUCS) to develop training materials to assist in the care<strong>and</strong> placement of unaccompanied alien children. Issues of exploitation <strong>and</strong>/or trafficking impactmany of the children ORR serves. <strong>The</strong> BRYCS program, Bridging Refugee Youth <strong>and</strong><strong>Child</strong>ren’s Services (BRYCS) is a one of the initiatives of ORR to provide national technicalassistance to organizations serving refugees <strong>and</strong> immigrants so that all newcomer children <strong>and</strong>youth can reach their potential. 915. Military Criminal Investigative Organizations (MCIO) Ef<strong>for</strong>tsa. General MCIO Collaboration <strong>and</strong> Coordination<strong>The</strong> <strong>National</strong> Center <strong>for</strong> Missing & Exploited <strong>Child</strong>ren (NCMEC), along with the NavalCriminal Investigative Service (NCIS), United States Army Criminal Investigation Comm<strong>and</strong>(USACIDC), Air Force Office of Special Investigations (AFOSI), <strong>and</strong> the Coast GuardInvestigative Service (CGIS), have proposed the creation of a MCIO billet at the NCMEC. <strong>The</strong>MCIO representative will primarily serve as a liaison to NCMEC's Exploited <strong>Child</strong>ren Divisionassisting with the <strong>Child</strong> Victim Identification Program (CVIP) <strong>and</strong> CyberTipline, <strong>and</strong> will alsoassist the Missing <strong>Child</strong>ren Division as the opportunities arise.Effective April 20, 2009, this new rotating billet will align all MCIO procedures regarding theh<strong>and</strong>ling of child sexual exploitation cases where child exploitation images/videos exist. <strong>The</strong>MCIO representative will become the sole MCIO point of contact <strong>for</strong> the submission ofimages/videos to the NCMEC <strong>Child</strong> Victim Identification Program (CVIP), <strong>Child</strong> Recognition<strong>and</strong> Identification System (CRIS).
