Department of Defense’s Ef<strong>for</strong>ts<strong>The</strong> Department of Defense Education Activity (DoDEA) provides instruction covering thetopics of Internet safety <strong>and</strong> Internet predators as a necessary component of their technologyintegration program. This instruction is provided to students within the DoD schools byIn<strong>for</strong>mation Specialists (librarians) <strong>and</strong> Education Technologists. All of the DoDEA schools areadditionally equipped with commercial Internet Filtering devices designed to restrict access toinappropriate sites while, at the same time, allowing the necessary flow of in<strong>for</strong>mation to <strong>and</strong>from DoDEA's student population.DoD has dedicated a Military Criminal Investigation Officer (MCIO) Representative positionthat will rotate among the Military Services (currently held by NCIS) at the <strong>National</strong> Center <strong>for</strong>Missing <strong>and</strong> Exploited <strong>Child</strong>ren. <strong>The</strong> MCIO representative will primarily serve as a liaison toNCMEC's Exploited <strong>Child</strong>ren Division assisting with the <strong>Child</strong> Victim Identification Program(CVIP) <strong>and</strong> CyberTipline, <strong>and</strong> will also assist the Missing <strong>Child</strong>ren Division as the opportunitiesarise.DoD also implements zero tolerance <strong>for</strong> trafficking in persons <strong>and</strong> runs a campaign to raiseawareness of trafficking in persons. Training on trafficking in persons is m<strong>and</strong>atory <strong>for</strong> allmilitary <strong>and</strong> civilian personnel. On October 14, 2005, President Bush signed E.O. 13387 “2005Amendments to the Manual <strong>for</strong> Courts-Martial, United States” that enumerates the Article 134,UCMJ, offense of “Patronizing a Prostitute.” A Public Service Announcement is aired onArmed Forces Networks <strong>and</strong> the Pentagon channel to rein<strong>for</strong>ce this chargeable offense.Moreover, a new Federal Acquisition Regulation was promulgated in February, 2009 ensuringgovernment contractor companies now must include a trafficking clause in their employmentcontracts which stipulates that they are responsible <strong>for</strong>: complying with United States law <strong>and</strong>local theater regulations on trafficking in persons; providing in<strong>for</strong>mation to their employees toensure compliance; <strong>and</strong> that they are subject to contract penalties <strong>for</strong> non-compliance. <strong>The</strong>seresponsibilities also flow down to all the subcontractors of a given company. In compliance withthe Congressionally-m<strong>and</strong>ated “William Wilber<strong>for</strong>ce Trafficking Victims ProtectionReauthorization Act”, DoD IG is required to submit a report investigating contracts orsubcontracts in which there is a “heightened risk” that a contractor may engage in trafficking inpersons. In a report released on January 2010, DOD IG found that 93% of their private contractsincluded a clause on trafficking in persons. 90 In addition to this, DoD Instruction 2200.01m<strong>and</strong>ates that an annual trafficking in persons briefing requirement applies to all militarypersonnel. <strong>The</strong> Secretaries of the Military Departments are responsible <strong>for</strong> the requirement <strong>for</strong>annual trafficking in persons general awareness training <strong>for</strong> all military <strong>and</strong> civilians in theirdepartments, while the Comm<strong>and</strong>ers of the Combatant Comm<strong>and</strong>s are responsible <strong>for</strong> combatingtrafficking in persons policy within their respective areas of responsibility. <strong>The</strong>se briefings willbe required both as a part of theater/country in processing orientation <strong>and</strong> then as refreshertraining in these briefings.90 15 January 2010. “Evaluation of DoD Contracts Regarding Combating Trafficking in Persons”.86
