field offices, both domestic <strong>and</strong> <strong>for</strong>eign, engaged in child sex tourisminvestigations. • Lead Intake <strong>and</strong> Dissemination<strong>The</strong> CES is the central point within OI <strong>for</strong> the receipt <strong>and</strong> dissemination of childexploitation <strong>and</strong> child sex tourism leads. <strong>The</strong> CES receives leads fromINTERPOL, European Union law en<strong>for</strong>cement Agency (EUROPOL), the<strong>National</strong> Center <strong>for</strong> Missing <strong>and</strong> Exploited <strong>Child</strong>ren (NCMEC), the U.S.Department of State (DOS), the DOJ, various federal, state, <strong>and</strong> local governmentagencies, various non-governmental agencies, both domestic <strong>and</strong> international,<strong>and</strong> the ICE field offices, both domestic <strong>and</strong> international. <strong>The</strong> CES isresponsible <strong>for</strong> assessing the referrals <strong>and</strong> identifying the appropriate office <strong>for</strong>dissemination. This assessment involves identifying the specific violations <strong>and</strong>issuing legal process.• <strong>National</strong> <strong>Child</strong> Victim Identification SystemFollowing the April 2002 Supreme Court decision in Ashcroft v. Free SpeechCoalition, 535 U.S. 234 (2002), a case striking down as overbroad, a ban on“virtually” created child pornography under the <strong>Child</strong> Pornography <strong>Prevention</strong>Act of 1996, the need <strong>for</strong> a single national repository <strong>for</strong> all known childpornographic images became critically important. ICE recognized thisvulnerability <strong>and</strong> developed the <strong>National</strong> <strong>Child</strong> Victim Identification System(NCVIS). NCVIS is an ICE-led initiative in partnership with the U.S. SecretService, the U.S. Postal Inspection Service, the Department of Justice fundedInternet Crimes Against <strong>Child</strong>ren Task Forces, the Department’s <strong>Child</strong><strong>Exploitation</strong> <strong>and</strong> Obscenity Section, the FBI, <strong>and</strong> the <strong>National</strong> Center <strong>for</strong> Missing& Exploited <strong>Child</strong>ren to facilitate the identification of child pornographyproduced utilizing real children. <strong>The</strong> system is dynamic in nature, <strong>and</strong> containsknown <strong>and</strong> unique digital child pornographic images. NCVIS, operated <strong>and</strong>managed by C3, supports child exploitation investigations <strong>and</strong> prosecutionsconducted by federal, state, local <strong>and</strong> <strong>for</strong>eign law en<strong>for</strong>cement entities.• <strong>National</strong> Center <strong>for</strong> Missing <strong>and</strong> Exploited <strong>Child</strong>ren<strong>The</strong> CES maintains a full time liaison position at the NCMEC. This liaisonposition is responsible <strong>for</strong> receiving ICE field office submissions to the NCMEC<strong>Child</strong> Victim Identification Program (CVIP), coordinating ICE field officetechnical assistance requests to NCMEC, <strong>and</strong> providing additional support asrequired to NCMEC. <strong>The</strong> CES liaison also receives leads from NCMEC <strong>and</strong>facilitates the dissemination to the appropriate ICE field office, both domestic <strong>and</strong>international. <strong>The</strong> CES liaison assists ICE Attaché offices in setting up virtualprivate network connections to NCMEC’s Cybertipline so the Attaché mayreceive reports <strong>for</strong> their area of responsibility directly from NCMEC.• U.S. Department of Justice, <strong>Child</strong> <strong>Exploitation</strong> <strong>and</strong> Obscenity Section<strong>The</strong> CES maintains a part-time liaison position within DOJ CEOS. <strong>The</strong> liaisonposition facilitates ICE international/national child exploitation operations. <strong>The</strong>84
