• Additional data have been submitted to BJS, bringing the data up to date through the 2 ndquarter of 2008.<strong>The</strong> data captured by the HTRS will be used to support the Department’s reporting requirementsunder the 2005 TVPRA. Overall, these data will provide a detailed look at the characteristics ofhuman trafficking cases identified by the Task Forces, including, when available, characteristicsof offenders <strong>and</strong> victims <strong>and</strong> the circumstances surrounding each case.f. Office of Sex Offender Sentencing, Monitoring, Apprehending,Registering, <strong>and</strong> Tracking (SMART)<strong>The</strong> SMART Office was authorized by the Adam Walsh <strong>Child</strong> Protection <strong>and</strong> Safety Act of 2006to administer the st<strong>and</strong>ards <strong>for</strong> the Sex Offender Registration <strong>and</strong> Notification Program set <strong>for</strong>thin Title I of the Adam Walsh Act. <strong>The</strong> responsibilities of the SMART Office include providingjurisdictions with guidance regarding the implementation of the Adam Walsh Act. <strong>The</strong> SMARTOffice also tracks important legislative <strong>and</strong> legal developments related to sex offenders.<strong>The</strong> SMART Office is involved in all issues related to sex offenders <strong>and</strong> offending includingchild sexual exploitation <strong>and</strong> adult victimization. One key role the SMART Office plays isproviding technical assistance to territories, Indian tribes, federal, state, <strong>and</strong> local governments,<strong>and</strong> to public <strong>and</strong> private organizations. This includes but is not limited to sex offenderregistration <strong>and</strong> violations, research, juvenile sex offenders, child sexual exploitation <strong>and</strong> abuse,sexual assault prosecutions including state <strong>and</strong> local, tribal, federal <strong>and</strong> military cases. <strong>The</strong>SMART Office also responds to concerns from the public about sex offenders in theircommunities. <strong>The</strong> SMART Office has h<strong>and</strong>led more than 1300 technical assistance calls sinceits implementation in 2007.<strong>The</strong> SMART Office has supported the development of a number of tools to assist the registrationjurisdictions to implement SORNA’s requirements. <strong>The</strong> Tribe <strong>and</strong> Territory Sex OffenderRegistry System (TTSORS) was developed by the Department of Justice <strong>and</strong> the SMART Officeto assist the tribes <strong>and</strong> territories in implementing Sex Offender Registration <strong>and</strong> NotificationAct (SORNA) registry system requirements. Management <strong>and</strong> update access to this system isrestricted—only tribe <strong>and</strong> territory agencies responsible <strong>for</strong> the management <strong>and</strong> registration ofsex offenders have access to TTSORS. A similar program has also been developed <strong>for</strong> states --the Sex Offender Registry Tool (SORT). Both TTSORS <strong>and</strong> SORT are offered at no cost toSORNA registration jurisdictions.7. Bureau of Prisons<strong>The</strong> Bureau of Prison’s (BOP) Sex Offender Management Program (SOMP) is responsible <strong>for</strong>the treatment of incarcerated sexual predators. SOMP is a multi-component program thatincludes treatment (SOTP), assessment, specialized correctional management, <strong>and</strong> populationmanagement.Treatment: <strong>The</strong> Bureau’s sex offender treatment programs are stratified into two levels: thehigh-intensity Residential (SOTP-R) <strong>and</strong> the moderate intensity Non-residential Sex Offender54
