Average Federal <strong>and</strong> State Sentences <strong>for</strong> Online SolicitorsAmong NDIC interviewees:• 20 percent of respondents reported that the sentence depends on the exact offense, offender history, <strong>and</strong> any accompanying offenses. • 20 percent of respondents reported that the typical state sentence is a period of probation.• 20 percent of respondents reported that the typical state sentence is 1 to 5 years of incarceration. • 20 percent of respondents reported that the typical federal sentence is 10-15 years.Use of Drugs, Violence, or Weapons in Online EnticementAmong NDIC interviewees:• 34 percent of respondents reported that drugs, weapons, <strong>and</strong> violence are rarely encountered in investigations. • 25 percent of respondents reported that alcohol is commonly encountered in investigations. • 19 percent of respondents reported that drugs, violence, <strong>and</strong> weapons are encountered onrare occasions.• 16 percent of respondents reported that marijuana is commonly encountered in investigations. Lessons Learned in Conducting InvestigationsAmong NDIC interviewees:• <strong>The</strong>re is no stereotypical offender profile. Offenders include a myriad of different people.• <strong>The</strong>re are not enough law en<strong>for</strong>cement resources, such as investigators, analysts, time,<strong>and</strong> funding.• Law en<strong>for</strong>cement, prosecutors, <strong>and</strong> judges involved in these types of cases need to stayup-to-date <strong>and</strong> trained on current technologies.• Collaborative investigations between state <strong>and</strong> federal agencies in which resources <strong>and</strong>abilities are shared are often most successful. Failure to delegate duties can lead to anunsuccessful investigation <strong>and</strong> employee burnout.• <strong>The</strong>re should be web-based or school-based programs developed to teach minors <strong>and</strong>their parents about the dangers of the Internet. This activity needs to be m<strong>and</strong>atory <strong>for</strong>both children <strong>and</strong> parents.• Peer-to-peer investigations seem to be more successful than undercover chat room investigations. • Be organized, patient, persistent, <strong>and</strong> thorough in investigations.What In<strong>for</strong>mation Would Your Agencies Like to See in the <strong>National</strong> <strong>Child</strong> <strong>Exploitation</strong>Threat Assessment?Among NDIC interviewees:• 30 percent of respondents reported that they wanted to see statistics that would supporttheir argument <strong>for</strong> increased funding <strong>and</strong> training of law en<strong>for</strong>cement personnel dedicatedto this subject area.D-28
