Reactive complaints usually are processedin response to a NCMEC CyberTipline report or other referral <strong>and</strong> are timesensitivebecause they often involve an actual victim. Proactive complaints are theresult of law en<strong>for</strong>cement investigations in which officers control the encounter<strong>and</strong> pose as minors. ICAC’s have been receiving CyberTipline reports since 1998,the inception of the CyberTipline.D-6
