with the ICACs to help increase the number of referrals of cases to federal prosecutors and tocontinuing the training on emerging technologies.4. FBIThe FBI will continue to lead through its Innocent Images National Initiative. They will alsofocus on further coordination and cooperation with ICAC task forces in both investigations andtraining, and increasing capacity for digital forensic examinations. The FBI further plans toparticipate in the NIDS. They will continue to focus on domestic child prostitution through theInnocence Lost National Initiative, and will continue partnerships with International allies,Interpol and NCMEC in the identification of victims of child pornography.5. United States Marshals ServiceThe Marshals Service will stand up a fully operational National Sex Offender Targeting Centerto better track and apprehend fugitive sex offenders. They will also increase training forapprehension of fugitives who abduct children. The Marshals Service also plans to host othercountries for discussion of national sex offender registries. The Marshals Service will continueto develop their Behavioral Analysis Unit, which will develop key research to aid in sex offendertracking and apprehension. Of course, the Marshals Service will continue to aggressively pursueand apprehend fugitive sex offenders and enforce all aspects of the sex offender registries infulfillment of their Adam Walsh Act obligations. The Marshals Service also plans to participatein the National Internet Crimes Against Children Data System. (“NIDS”)6. Interpol WashingtonINTERPOL Washington will continue to establish a Child Protection Division through theallocation of additional dedicated positions. In support of the Adam Walsh Act, this divisionwill focus on providing immediate and secure communications with foreign and domestic lawenforcement partners through the INTERPOL I-24/7 network in order to monitor theinternational movements of convicted and non-compliant fugitive sex offenders. These effortswill be coordinated with the state sex offender registries, the U.S. Marshals Service, and theNational Sex Offender Tracking Center. INTERPOL Washington will also continue to broadenthe use of the INTERPOL Notice System in order to locate and apprehend non-compliantfugitive sex offenders, locate missing and abducted children, and combat child sex tourism.V. CONCLUSIONThe Department is committed to the success of its National Strategy for Child ExploitationPrevention and Interdiction. Continued investment in personnel and technology will be a priorityas we fight the scourge of child exploitation. Cooperation and coordination at all levels ofgovernment will lead to better results for our nation’s children. As this Report has shown, theDepartment is already increasing its forensic and prosecution capacity, two key componentsnecessary to attack this problem. The spirit of our children, and their continued innocence,demands our best efforts. We can do no less.144
