Today, the FBI participates in approximately 30law en<strong>for</strong>cement task <strong>for</strong>ces <strong>and</strong> the 42 Bureau of Justice Assistance-sponsored task <strong>for</strong>cesaround the nation.FBI Victim Specialists (along with victim specialists from the United States Attorneys’ Offices<strong>and</strong>/or other non-government victim assistance providers) work with human trafficking victimsto not only advise them of their rights as victims but also to assure they get the help they need toaddress their short-term <strong>and</strong> long-term needs—like legal <strong>and</strong> repatriation services, immigrationrelief, housing, employment, education, job training, <strong>and</strong> child care. In addition, FBI fieldoffices continue to build relationships with civic <strong>and</strong> community groups <strong>and</strong> non-governmentalorganizations that can refer cases <strong>and</strong> provide valuable insights <strong>and</strong> in<strong>for</strong>mation.3. Ef<strong>for</strong>ts to Coordinate With the Judicial Branch<strong>The</strong> Department is actively engaged with the Judicial Branch. Under the Sentencing Re<strong>for</strong>m Actof 1984, the Attorney General serves as an ex-officio member of the United States SentencingCommission. Each year, the Department submits to the Sentencing Commission a reportcommenting on the operation of the sentencing guidelines, suggesting changes that appear to bewarranted, <strong>and</strong> otherwise assessing the Commission’s work. 28 U.S.C. § 994(o). <strong>The</strong>Department participates in all Sentencing Commission meetings, testifies at Commission publichearings on all significant issues pending be<strong>for</strong>e the Commission, <strong>and</strong> participates in theCommission’s annual training seminar. <strong>The</strong> Department also serves as an ex-officio member ofthe Advisory Committee on the Criminal Rules, the Judicial Conference Committee responsible<strong>for</strong> reviewing proposals to amend the Federal Rules of Criminal Procedure, as well as theJudicial Conference’s St<strong>and</strong>ing Committee on Rules of Practice <strong>and</strong> Procedure. <strong>The</strong> Departmentwill be participating in a panel discussion on child exploitation sentencing at the SentencingCommission’s <strong>National</strong> Conference in June 2010.4. International Coordination Ef<strong>for</strong>ts to Prevent <strong>and</strong> Interdict <strong>Child</strong><strong>Exploitation</strong><strong>The</strong> circulation <strong>and</strong> collection of child pornography, child sex trafficking, <strong>and</strong> child sex tourismare crimes that necessarily cross international borders. <strong>The</strong>re<strong>for</strong>e, the United States regularlyengages in bilateral <strong>and</strong> multilateral ef<strong>for</strong>ts to deter <strong>and</strong> prevent the sexual exploitation ofchildren.With respect to the international trafficking of children <strong>for</strong> sexual exploitation, the United Statesfunds programs abroad to combat trafficking, exploitive child labor, commercial sexualexploitation of children, <strong>and</strong> child sex tourism. In 2003, President Bush launched a $50 millionInitiative on Trafficking in Persons (POTUS Initiative) to support organizations that rescue,shelter, <strong>and</strong> provide services to women <strong>and</strong> children who are victims of trafficking. Thisinitiative has funded projects in Brazil, Cambodia, India, Indonesia, Mexico, Moldova, SierraLeone, <strong>and</strong> Tanzania. <strong>The</strong> Departments of State <strong>and</strong> Health <strong>and</strong> Human Services have alsofunded deterrence <strong>and</strong> public in<strong>for</strong>mation campaigns abroad in countries such as Cambodia, CostaRica, Brazil, Thail<strong>and</strong>, <strong>and</strong> Mexico targeted at U.S. child sex tourists.100
