According to a report prepared by Finnish Energy Industries <strong>for</strong>MEE, there is a total additional potential of 9.7 TWh annually. However,most of that potential is located in places that are either protected fromdevelopment, uneconomic to develop, or both. The total economic potentialin unprotected areas is about 1 TWh annually.➢ Biomass. Additional techno-economic potential has been estimated atupwards of to 30 TWh annually of fuel energy in 2020 on the basis ofanalysis by Pöyry Energy, the Ministry of Agriculture and Forestry, andthe Ministry of Employment and the Economy. The additional biomasswould be used mainly as wood chips in CHP plants, equivalent to 15 TWhannually. Possibilities to increase the use of biomass are closely connectedto the <strong>for</strong>estry and <strong>for</strong>est industry sector, meaning that changes in <strong>for</strong>estindustry production have large influences on biomass potential.➢ Wind power. The theoretical potential in Finland is large (though lessthan in Denmark or Norway) even though factors such as high globaldemand that has increased costs and freezing seas complicate both offshoreand wind projects in general. Nevertheless, according to PöyryEnergy <strong>for</strong> MEE, the tenable potential <strong>for</strong> wind in Finland ranges up to6 TWh annually through 2020.
