While Finland has clearly begun to address climate change, it is helpfulto compare its activities to those of its neighbours. In the case of Finland, the country must halve its 2008 carbonemission levels to achieve carbon neutrality with its current carbon sinkcapacity.The EU Emissions Trading System (ETS) covers less than half of totalGHG emissions. Sectors such as buildings, transport, agriculture, wasteand industrial plants fall outside of the ETS; Member States are responsible<strong>for</strong> their development and en<strong>for</strong>cement.216
