Companies were previously advised by <strong>GISA</strong><strong>of</strong> the decision to proceed with the ASP changes in Bulletin No: <strong>GISA</strong> <strong>2012</strong>-3 dated July 17, <strong>2012</strong>. Thechanges include: reporting new unbundled data elements and discount indicators, implementingVehicle Rate Group reporting requirements, revising coding for some Commercial Vehicle Type <strong>of</strong> Useclasses and eliminating some current coding requirements. These changes can be accommodated usingthe current ASP Premium and Claim record layouts.<strong>GISA</strong> has requested its service provider, <strong>Insurance</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Canada</strong> (IBC), to provide the industry withdetails <strong>of</strong> these ASP reporting requirement changes.Implementation DateThe following changes will come into effect for all ASP Premium and Claim transactions in Alberta,Ontario, the Atlantic Provinces, Yukon, Nunavut and the Northwest Territories with Policy Effective (notEndorsement) Dates on or after January 1 st , 2014 and will be implemented for November 2013 EntryDates to accommodate advance renewals.New Unbundled Data ElementsFour new data elements, to unbundle information currently included in the Private Passenger VehicleType <strong>of</strong> Use Classes, will be required to be separately reported in the ASP. Actual values for CommutingDistance One-way (in kilometers), Annual Driving Distance (in kilometers), and Business Use Percentage(%) will be reported in the Vehicle Segment <strong>of</strong> all ASP Premium and Claim transactions. The reporting <strong>of</strong>Rated Operator Marital Status will be required in the Operator Segment.Page 1 <strong>of</strong> 5


Since the data required to report these new data elements may not have been initially captured orrecently updated, companies will be allowed to use a Temporary Code, i.e. ‘T’, if they are not able toreport an accurate value. Elimination <strong>of</strong> Coding RequirementsThe introduction <strong>of</strong> the Multi-car Discount Indicator has eliminated the need to continue reporting Type<strong>of</strong> Business ‘0’, i.e. the New Brunswick Individually Rated Multi Vehicle Discount code, and this code willbe retired as <strong>of</strong> Policy Effective Date December 31 st , 2013 for all ASP Premium and Claim transactions.The Facility Association has confirmed that the Driver Remedial Training Code that is only reported byOntario Facility Association Servicing Carriers is no longer required and this data element will be retiredas <strong>of</strong> Policy Effective Date December 31 st , 2013 for all ASP Premium and Claim transactions.Documentation UpdatesThe Data Rationalization updates to the Automobile Statistical Plan manual and Edit RulesDocumentation are currently in progress and will be distributed to the industry when the changes havebeen completed.Should you have any questions about these changes please contact your Data Quality Analyst at 416-445-5912.Page 5 <strong>of</strong> 5
