Annual Report 2012-132. National Commission for Backward Classes constitute to examinethe request for inclusion in and exclusion from the central list ofBackward Classes.State Subjects1. All Plan, Non-Plan, Central and Centrally Sponsored Schemesconcerning Other Backward Classes.1.7 FLOW OF FUNDSThe Department of ST & SC Development andMinorities & Backward Classes Welfare receivefunds from various sources, which include theState Plan and Non Plan; Central Plan &Centrally Sponsored Plan Schemes ofGovernment of India in the Ministry of TribalAffairs (MOTA), Ministry of Social Justice andEmpowerment, Ministry of Minority Affairs,Externally Assisted Projects etc. A total planoutlay of Rs.1244.03 Crore in addition to nonplanfunds of Rs. 665.78 crore has been providedin the budget of 2012-13. The developmentalprogrammes and projects have been implementedduring the year with Special Central Assistance(SCA) to the Tribal Sub Plan (TSP) received fromthe Ministry of Tribal Affairs; Special CentralAssistance (SCA) to the Scheduled Caste Sub Planreceived from the Ministry of Social Justice andEmpowerment; Grants in Aid received underArticle 275 (1) of the Constitution; funds receivedunder several Central Plan and CentrallySponsored Plan Schemes from the Ministries ofTribal Affairs, Social Justice and Empowerment,and Minority Affairs allocations under State Planincluding Additional Central Assistance underthe Special Plan for KBK districts. Besides,external assistance from DFID, WFP and IFADare received for the tribal development in asmany as 30 backward Tribal Development Blocksunder a special project, called Orissa TribalEmpowerment and Livelihoods Programme(OTELP). DEMOGRAPHIC SCENARIO/COMPOSITION OF ORISSA2.1 TRIBAL SCENEOdisha occupies a unique position among theIndian States and Union Territories for havinga rich and colourful tribal scenario. Majority ofScheduled Tribes live in hilly and forest regions.Their economy is largely subsistence oriented,non stratified and non-specialized. Their socialsystem is simple and aspirations and needs arelimited. Though the Scheduled Tribes in Odishahave suffered from social, educational andeconomic backwardness due to geo-historicalreasons, they have their own distinctiveness andsocial-cultural milieu. The process of socioeconomicdevelopment is going on afterindependence and has picked up momentum.62 Scheduled Tribes in Odisha speak as manyas 74 dialects. Their ethos, ideology, worldview,value-orientations and cultural heritage are richand varied. At one end of the scale there arenomadic food gatherers and hunters and at theother end, skilled settled agriculturists andhorticulturists. The tribal areas of Odisha,therefore, present an extremely diverse socioeconomicpanorama.According to 2001 Census, the tribal populationof the State is 81,45,081 constituting 22.13% ofthe total population of the State and 9.66% ofthe total tribal population of our country. Thereare 62 different tribal communities including 13Particularly Vulnerable Tribal Groups (PVTGs)in the State. Odisha has the third largestconcentration of tribal population in thecountry. About 44.70% of the State’sgeographical area which is known as ScheduledArea, extends over 118 out of 314 Blocks in 12districts and and a portion of Soroda Tahsil ofGanjam District and covers Scheduled Tribepopulation of 55,46,081 (as per 2001 censusfigure). This accounts for about 68.09% of thetotal tribal population of the State. Theremaining tribal population inhabits in MADA/ Cluster pockets and is dispersed in other areasthat are covered under the Dispersed TribalDevelopment Programme (DTDP).The rate of literacy among the Scheduled Tribesis 37.37% against the overall literacy rate of63.08% of the State as per 2001 census. The tribalmale and female literacy rates are 51.48% and23.37% respectively. Over the last decade, therehas been a significant improvement in literacylevel among the STs in the State, which recordedan increase from 22.31% in 1991 to 37.37% in2001.
