Program Coordinator<strong>WSU</strong> <strong>Clark</strong> <strong>County</strong> <strong>Extension</strong>NOTICE OF VACANCYTITLEProgram Coordinator for 4-H Youth Development (Official title: Preceptor 1).APPOINTMENT STATUS<strong>Washington</strong> <strong>State</strong> <strong>University</strong> Time-Slip Employee, Preceptor 1, up to 17 hours/week, Temporary 12-Month appointment, renewable.ORGANIZATION AND LOCATIONThe person in this position will be based at the <strong>WSU</strong> <strong>Extension</strong> office at The Heritage Farm, 1919 NE78 th St., Vancouver, WA 98665.BASIC FUNCTIONThe 4-H Clubs Program Coordinator will coordinate the daily activities of <strong>Washington</strong> <strong>State</strong><strong>University</strong> <strong>Extension</strong>’s 4-H Clubs program in <strong>Clark</strong> <strong>County</strong>, and assist the 4-H faculty person in thedevelopment and evaluation of the program. Through the contributions of nearly 300 adult volunteersand community partners, the 4-H Youth Development Program reaches over 3000 school-aged youthin rural, urban, and suburban areas of <strong>Clark</strong> <strong>County</strong>.<strong>Clark</strong> <strong>County</strong>’s 4-H Clubs form part of <strong>Washington</strong> <strong>State</strong> <strong>University</strong> <strong>Extension</strong>’s 4-H YouthDevelopment Program. As an educational organization, <strong>Washington</strong> <strong>State</strong> <strong>University</strong> <strong>Clark</strong> <strong>County</strong><strong>Extension</strong> engages and empowers young people and adults to help them achieve better lives. 4-HYouth Development assists youth in acquiring knowledge, developing life skills, and forming attitudesthat will enable them to become self-directing, productive, and contributing members of society.LINE OF RESPONSIBILITYThe 4-H Clubs Program Coordinator reports to the 4-H Youth Development faculty person at <strong>WSU</strong><strong>Clark</strong> <strong>County</strong> <strong>Extension</strong>, Karen Poulin, Ph.D.MAJOR RESPONSIBILITIESThe 4-H Clubs Program Coordinator will have major responsibilities in three areas, including: 1) 4-Hclubs membership, 2) 4-H volunteer recruitment, training, support; and recognition, and 3) programdocumentation and evaluation. Major duties may include any or all of the following:4H Clubs Membership & Activities1. Serve as primary contact for youth and families seeking information about and membership in<strong>Clark</strong> <strong>County</strong> 4-H clubs.2. Facilitate and ensure appropriate club assignments and track club openings.3. Publicize opportunities and promote leader & member participation in regional, state, andnational 4-H events.


4. Promote and facilitate 4-H clubs involvement in community service projects.5. Assist in keeping 4-H website current.6. Coordinate 4-H Club representation at community events and outreach opportunities.4-H VolunteersRecruitment1. Work with 4-H Faculty, Executive Board and Count Ambassadors to develop and implement arecruitment strategy for areas and populations within county that are underrepresented in 4-H.2. Coordinate and/or provide 4-H representation at community meetings, events and/or speakingengagements.Training1. Screen, interview & train new leaders.2. Provide and/or coordinate ongoing training for existing leaders, including key leaders andsuperintendents.Support1. Serve as primary contact for 4-H leaders requesting assistance & information.2. Provide resources, information and consultation to facilitate work of 4-H leaders.3. Represent <strong>WSU</strong> <strong>Clark</strong> <strong>County</strong> <strong>Extension</strong> 4-H at quarterly <strong>Clark</strong> <strong>County</strong> 4-H Leaders’Association and monthly Executive Board meetings.4. Provide leaders with relevant updates regarding <strong>Washington</strong> <strong>State</strong> 4-H policies programming,and initiatives.Recognition1. Coordinate annual recognition event for leaders & members.2. Promote awareness of and participation in nomination processes for member and leader awardsand leadership opportunities.3. Contribute to and assist in development of quarterly 4-H newsletter.Program Documentation & Evaluation1. Maintain leader and volunteer files, including updated training & background check records.2. Manage annual report database.3. Develop and maintain a database of volunteer learning outcomes.4. Document contacts and maintain monthly records.5. Assist in conducting interview and survey research to evaluate core components and functions of4-H clubs.6. Review daily local media releases for information related to 4-H Youth Development.REQUIRED QUALIFICATIONS:High School diploma or equivalent.Minimum of two years experience working effectively with both adults and youth.


Demonstrated ability to communicate effectively using oral, written, listening skills.Documented conflict resolution skills and experience.Demonstrated successful leadership and teamwork experiences.Ability to both work independently and recognize situations requiring consultation and supervision.Ability to tolerate ambiguity and respond flexibly.Demonstrated understanding 4-H youth development club system.Appreciation and understanding of urban and rural communities; familiarity and desire to work withvarious social-economic and ethnic audiences; demonstrated commitment to the principles of diversity.Demonstrated competency in the use of personal computers and Microsoft Office Suite software(Word, Excel, PowerPoint, Outlook.)HIGHLY DESIRED QUALIFICATIONS:Bachelor’s Degree with academic training in social science, leadership development, youthdevelopment, guidance and counseling, volunteer management, program development, education orother related field.Documented experience with volunteer organizations, including familiarity with methods ofrecruitment, placement, education, recognition, and retention.DESIRED QUALIFICATIONS:Ability to locate, organize and/or present quantitative and qualitative in a report format. In the absenceof previous training or experience, a desire to learn these skills is required.Language skills in non-English languages used in the <strong>County</strong> (e.g., Spanish, Russian, etc.)Working Conditions \ Physical Work Environment:Office environment with occasional light lifting, considerable stationery periods sitting, keyboarding,and telephone usage. Moderate amounts of travel countywide with occasional regional travel fortraining. Some outdoor work required for program delivery and professional development; this workmay occur in inclement weather.JOB EXPECTATIONSThere is an expectation of year-round travel within <strong>Clark</strong> <strong>County</strong>. Reliable transportation (mileagereimbursed) is required. Evening and weekend work with occasional travel outside the area is required.While using a private vehicle for official business, the successful candidate must have currentautomobile liability insurance (meeting the requirements described in RCW 46.30.020 and RCW46.29.090) and will possess a valid driver’s license.
