Section I – Services Available to Domestic and International Victims <strong>of</strong> TraffickingThe first part <strong>of</strong> <strong>the</strong> <strong>Subcommittee</strong>’s three-part mission was to identify services that areavailable to and being accessed by domestic victims and international victims.Participating agencies were tasked with completing outlines detailing various traffickingvictim populations’ eligibility for services overseen by <strong>the</strong>ir agency.The chart on <strong>the</strong> following page summarizes <strong>the</strong> services reviewed by <strong>the</strong> <strong>Subcommittee</strong>.Complete outlines, as submitted by participating agencies, may be found in Appendix I <strong>of</strong>this report.The labels on <strong>the</strong> chart are as follows:• “Yes” – <strong>the</strong> victim population is eligible for <strong>the</strong> service in question;• “Yes – after waiting period” – <strong>the</strong> victim population may be eligible for <strong>the</strong>service in question only after a waiting period;• “No” – <strong>the</strong> victim population is not eligible for <strong>the</strong> service in question; and• “N/A” – <strong>the</strong> program is not relevant to that victim population.Several important points about <strong>the</strong> chart:As previously stated, <strong>the</strong> term “resident” refers to lawful permanent residents (LPRs)only, not to o<strong>the</strong>r non-citizens such as refugees.The chart is intended to serve as a concise summary <strong>of</strong> <strong>the</strong> outlines on service eligibilitysubmitted by agencies participating in <strong>the</strong> <strong>Subcommittee</strong>. Many <strong>of</strong> <strong>the</strong>se services havecomplex eligibility requirements that are summarized simply as “yes” on <strong>the</strong> chart.Please see <strong>the</strong> compilation <strong>of</strong> outlines in Appendix I for details on specific victimpopulations’ eligibility for each service.The chart summarizes eligibility for each service as it exists in statute. It does not reflecthow <strong>of</strong>ten, or even whe<strong>the</strong>r, specific victim populations are actually accessing <strong>the</strong>seservices. The labels on <strong>the</strong> chart should be interpreted to mean, “Is this victim populationeligible for this service under <strong>the</strong> statute?”A “yes” label does not mean that <strong>the</strong> service in question is available to a certainpopulation <strong>of</strong> victims solely because <strong>of</strong> its status as a victim population. As <strong>the</strong> fulloutlines on <strong>the</strong>se services indicate, victims are still subject to <strong>the</strong> same eligibilityrequirements as <strong>the</strong> general population.Some <strong>of</strong> <strong>the</strong>se services, such as Temporary Assistance for Needy Families (TANF) andMedicaid, may have different eligibility requirements and benefits at <strong>the</strong> State level.7
