NGO INPUT 3: Normal Hotaling, The SAGE Project<strong>Report</strong> to <strong>the</strong> SPOG Sub-Committee <strong>Report</strong>Prepared by Norma Hotaling, Founder and Director SAGE ProjectFebruary 14, 2006Legislators, policymakers and <strong>the</strong> general public are experiencing an increasedawareness and understanding <strong>of</strong> <strong>the</strong> horrors faced by women and children throughout <strong>the</strong>world as a result <strong>of</strong> trafficking for <strong>the</strong> purposes <strong>of</strong> sexual exploitation. Through mediaand targeted information dissemination people in all walks <strong>of</strong> life have come tounderstand <strong>the</strong> connection between trafficking, prostitution, child commercial sexualexploitation, sexual slavery and <strong>the</strong> demand for bought sex and forced labor. Thisunderstanding is being used to create new and more effective policies and legislation.The Need:The exact number <strong>of</strong> children trafficked and exploited through prostitution is impossibleto calculate but all experts agree it is an epidemic and clearly, <strong>the</strong> number is rising. Theyoung boys and girls used for prostitution are deprived <strong>of</strong> <strong>the</strong>ir basic human rights. Inkeeping with <strong>the</strong> international figures, <strong>the</strong> prostituted children in <strong>the</strong> U.S. face anincreased risk <strong>of</strong> sexual and physical assault, suicide, pregnancy, abortions, and sexuallytransmitted diseases, including AIDS, post-traumatic stress disorder and death. Seventyfiveto ninety-five (75-95%) <strong>of</strong> all 13-18 year old girls in our justice systems have beenvictims <strong>of</strong> abuse. Many <strong>of</strong> <strong>the</strong>se girls have been exploited for pornography or havesuffered or witnessed physical and sexual violence. For <strong>the</strong>se girls, <strong>the</strong> average <strong>of</strong> entryinto prostitution is 13-14, an age at which <strong>the</strong>se girls are entering an endless cycle <strong>of</strong>arrest, drug addiction, and violence. The result is traumatic and pr<strong>of</strong>ound lack <strong>of</strong> selfesteemcausing disempowered behaviors: dropping out <strong>of</strong> school, prostitution, addiction,selling <strong>of</strong> drugs, and violence. Their exploitation is perpetuated by continued reliance on<strong>the</strong> very people who have physically, emotionally, and sexually assaulted <strong>the</strong>m. Thesechildren come from all <strong>of</strong> <strong>the</strong> populations though preponderance come from <strong>the</strong> leastadvantaged, isolated and disorganized segments. They are <strong>of</strong> all races and ethnicbackgrounds. As a result <strong>of</strong> abuse and neglect, <strong>the</strong>y have lost <strong>the</strong> valuable life-skillstraining that a healthy family and environment provide. As <strong>the</strong>se children age, andchronologically become adults <strong>the</strong>ir situations remain unrecognized and untreated and<strong>the</strong>y continue a downward cycle <strong>of</strong> drugs, re-victimization, jails and death.70
Below are some examples <strong>of</strong> <strong>the</strong> tremendous strides recently taken by <strong>the</strong> United Statesand <strong>the</strong> United Nations:• U.S. Human Trafficking Resolution at CSW: The U.N. Commission on <strong>the</strong> Status<strong>of</strong> Women adopted by consensus <strong>the</strong> U.S. resolution: Eliminating <strong>the</strong> Demand forTrafficked Women and Girls for All Forms <strong>of</strong> Exploitation. Fifty nations cosponsored<strong>the</strong> resolution. This was <strong>the</strong> first resolution <strong>of</strong> a U.N. body to focus on <strong>the</strong>demand side <strong>of</strong> human trafficking. The goal is to protect women and girls fromtrafficking by stimulating action to dry up <strong>the</strong> “market” for victims <strong>of</strong> all forms <strong>of</strong>exploitation, especially commercial sexual exploitation. With this resolution, <strong>the</strong>Commission on <strong>the</strong> Status Women made <strong>the</strong> important link between trafficking inwomen and girls and commercial sexual exploitation. While women and girls aretrafficked for many purposes, including for forced labor and domestic servitude, arecent U.N. Office on Drugs and Crime report found that 75 percent <strong>of</strong> all traffickingis for sexual exploitation. This is an enormous demand factor that can’t be ignored.The U.S. and <strong>the</strong> U.N. Commission on <strong>the</strong> Status <strong>of</strong> Women considers prostitution aform <strong>of</strong> commercial sexual exploitation and believes <strong>the</strong>re is growing body <strong>of</strong>evidence showing that it fuels <strong>the</strong> demand for trafficking victims.Actions and Achievements in California:Significant progress has been made in recent years throughout California resulting in <strong>the</strong>formation <strong>of</strong> policy, legislation and provision <strong>of</strong> prevention, early intervention, andtreatment services that act in accordance with a full range <strong>of</strong> previous resolutions on <strong>the</strong>problem <strong>of</strong> trafficking in women and girls:Emphasizing that <strong>the</strong> fight against trafficking in women and girlsfor all forms <strong>of</strong> exploitation requires a comprehensive approach that addresses all factorsand root causes that foster demand and make women and girls vulnerable to trafficking,as well as <strong>the</strong> protection and rehabilitation <strong>of</strong> victims;• Acknowledging <strong>the</strong> fact that <strong>the</strong> majority <strong>of</strong> trafficked persons are womenand girls, from and within <strong>the</strong> United States and developing countriesand countries with economies in transition;• Concerned about <strong>the</strong> increasing occurrence <strong>of</strong> trafficking for all forms <strong>of</strong>exploitation, especially for commercial sexual exploitation, whichoverwhelmingly affects women and girls;• Concerned that multiple forms <strong>of</strong> discrimination and conditions <strong>of</strong>disadvantage contribute to <strong>the</strong> vulnerability to trafficking <strong>of</strong> women andgirls, and that indigenous, refugee, internally displaced and migrantwomen and girls may be particularly at risk.71
