Final Report of the Subcommittee on Domestic Trafficking

We recognized that <strong>the</strong>re were likely to be two types <strong>of</strong> differences to be identified:differences as <strong>the</strong>y exist in statute and differences as <strong>the</strong>y exist in practice. To identifydifferences as <strong>the</strong>y exist in statute, we closely scrutinized <strong>the</strong> outlines <strong>of</strong> servicessubmitted by participating agencies as described above. To identify differences as <strong>the</strong>yexist in practice, we solicited <strong>the</strong> input <strong>of</strong> non-governmental organizations that haveexperience providing assistance to victims <strong>of</strong> trafficking. The differences <strong>of</strong> both typesthat we identified are discussed in Section II <strong>of</strong> this report.3. To make recommendations, as appropriate, for reconciling differences inservices available to domestic and international victims <strong>of</strong> trafficking:Our recommendations, contained in Section III <strong>of</strong> this report, were based on <strong>the</strong>differences we identified - both as <strong>the</strong>y exist in statute and as <strong>the</strong>y exist in practice - asdescribed above.4
