Final Report of the Subcommittee on Domestic Trafficking

MISSION, GOAL AND DEFINITIONSMission:The Senior Policy Operating Group (SPOG) <strong>Subcommittee</strong> on Domestic Trafficking wascharged with <strong>the</strong> following three-fold mission:1. To identify services that are available to and being accessed by domestic andinternational victims <strong>of</strong> trafficking;2. To identify any differences between <strong>the</strong> two; and3. To make recommendations, as appropriate, on how to reconcile <strong>the</strong>se differences.Goal:The goal <strong>of</strong> <strong>the</strong> <strong>Subcommittee</strong> was to provide SPOG with a final report on <strong>the</strong><strong>Subcommittee</strong>'s findings and recommendations by March 2006.Definitions:At <strong>the</strong> <strong>Subcommittee</strong>’s first meeting, working definitions <strong>of</strong> “domestic” and “international” victims <strong>of</strong> trafficking were discussed and agreed upon: ♦ Domestic victims <strong>of</strong> trafficking are those who are trafficked within <strong>the</strong> United States and are ei<strong>the</strong>r U.S. citizens or lawful permanent residents.♦ International victims <strong>of</strong> trafficking are those who are trafficked into <strong>the</strong> United Statesfrom o<strong>the</strong>r countries.It is worth noting that <strong>the</strong> <strong>Subcommittee</strong> also agreed that, for <strong>the</strong> purposes <strong>of</strong> our work,we considered both victim populations as already identified as victims <strong>of</strong> trafficking.2
