Overview of the <strong>Borough</strong><strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> HistoryUNDERNEATH <strong>Surrey</strong> <strong>Heath</strong>’s modern and thriving exterior lies a historic <strong>Borough</strong>much removed from the busy and bustling atmosphere of today.The heathland itself is thought to result from over-grazing in Neolithic times, withevidence of Neolithic activity found in Bagshot, Lightwater and Frimley and thediscovery of Bronze Age burial mounds in West End. Excavations in Lightwater havealso revealed a Romano-British site that continued to be occupied into the Saxon period.By the Middle Ages, the general area was part of Windsor Forest, then a royal huntingground and references to a royal park at Bagshot appear from 1486. In 1635, Charles Iissued a proclamation from Bagshot Park extending the postal service Royal Mail,formally used for state documents, to the public.During the 17th and 18th centuries, the area known as Bagshot <strong>Heath</strong> stretched asfar as Blackwater and was a haunt of notorious highwaymen. The main road fromLondon to Salisbury and Exeter, which ran through Bagshot, made it a prosperousvillage and by the 1790s there were more than 11 inns serving the coaching trade.The sandy heathland soil was later found to be well-suited to growing rhododendronsand azaleas and, from the 19th century, some notable nurseries developed aroundWest End, Windlesham and Bagshot.In 1853 a large military campassembled on Chobham Common.Known as the Great Camp, it becamesomething of a tourist attraction andthe troops were inspected by QueenVictoria. After the Queen’s deathin 1901, the War Office presentedthe village with a cannon tocommemorate the occasion.Its replacement may be seen at thetop of Chobham High Street today.When the authorities were lookingfor a permanent home for the newRoyal Military College (now RMA8<strong>Surrey</strong> <strong>Heath</strong> Official Guide


Sandhurst) an isolated site near the river Blackwater was chosen. As the Collegegrew a small settlement, later known as Yorktown, sprang up at its gates. With theestablishment of the Staff College in 1862 came a new settlement, initially calledCambridge Town. However in 1877, to avoid confusion with the University town ofCambridge it changed its name to Camberley.As its military character grew, Camberley became a popular area for retired armyofficers. This, together with the fact that from the late 19th century the air wasrecommended for those suffering from lung complaints, meant that by the early 20thcentury it had become the largest town in the district, a position further accentuatedby the advent of the M3 motorway in 1973.<strong>Surrey</strong> <strong>Heath</strong> <strong>No</strong>w<strong>Surrey</strong> <strong>Heath</strong> covers 36.5 miles in <strong>No</strong>rth West <strong>Surrey</strong>. It is an attractive mix of urban andrural environments and is one of the safest districts in the safest county in England.The urban part of the borough comprises Camberley, Frimley, Deepcut, Mytchett andFrimley Green. Other centres of population in the more rural part of the borough areWindlesham, Bagshot, Chobham, Bisley, West End and Lightwater. <strong>Surrey</strong> <strong>Heath</strong> sharesboundaries with other <strong>Surrey</strong> authorities as well as those in Hampshire and Berkshire.Much of the rural part of the borough is within the green belt and includes extensiveareas of heath and woodland and habitats for endangered bird species. These siteshave been identified as part of the Thames Basin <strong>Heath</strong>s Special Protection Areawhich means that <strong>Surrey</strong> <strong>Heath</strong> is restricted in the development of housing.<strong>Surrey</strong> <strong>Heath</strong> has a population of 83,400 with 20,900 under the age of 19 and 42,800aged 40 and over. <strong>Surrey</strong> <strong>Heath</strong> has an ageing population which mirrors that of thecountry as a whole. Around 7% of the <strong>Borough</strong>’s residents are from a range of ethnicminorities. Of the inflow of residents into <strong>Surrey</strong> <strong>Heath</strong> 21% are from overseas. Thepercentage of economically active disabled people in the <strong>Borough</strong> stands at 8.19%.There are 34,499 homes with an average occupancy of 2.48. 80% of homes are‘owner occupied’, significantly higher than the national average, with 9% socialhousing and 10% privately rented. <strong>Surrey</strong> <strong>Heath</strong> is an affluent <strong>Borough</strong> with relatively low levels of unemployment whencompared with the rest of the country. Household income is higher than the nationalaverage and the numbers of those claiming benefits for more than a year is lowerthan the <strong>Surrey</strong> average.<strong>Surrey</strong> <strong>Heath</strong> is one of the least deprived areas in the country. However there arepockets of relatively deprived areas with a higher number of residents in receipt ofstate benefit when compared to the rest of <strong>Surrey</strong>.In terms of education, the percentage of pupils gaining five or more A-C grades atGCSE level in 2007 was 69%, which compares favourably with the England averageof 58%.<strong>Surrey</strong> <strong>Heath</strong> has excellent leisure facilities and an abundance of open space andparkland. A Green <strong>Borough</strong>WE all have a special role to play inprotecting and improving the environmentand in <strong>Surrey</strong> <strong>Heath</strong>, communities everywhereare doing their utmost to create a pleasantand sustainable future.An important part of caring for theenvironment is recycling. The <strong>Council</strong>’sgroundbreaking refuse and recycling scheme,introduced in September 2009, is nowproducing recycling rates of around 60%which places the borough in the top quartilenationally. The <strong>Council</strong>, through its partnerVerdant, also operates a Green Waste Club,whereby green waste can be collectedfrom residents’ doorsteps for a small fee.There are two Community Recycling Centres in <strong>Surrey</strong> <strong>Heath</strong> operated by <strong>Surrey</strong>County <strong>Council</strong>. A Well-Connected <strong>Borough</strong>SURREY <strong>Heath</strong> has excellent transport connections by air, road and rail to bothLondon and the south coast.Many people commute into the capital to work, travelling to London via one of thetwo M3 motorway junctions in the borough. <strong>Surrey</strong> <strong>Heath</strong> has 8.5 miles of motorway,29 miles of principal roads, 35 miles of non-principal roads and 143 miles ofunclassified roads.The local population is highly mobile with 55% of households having two or morecars - twice the national average - and 72% travelling to work by car. With only7% using public transport to commute, <strong>Surrey</strong> County <strong>Council</strong> and rail operatorsare working hard to increase the attractiveness of these alternatives and help easetraffic congestion.Public transport connections are very good, with direct trains from Bagshot,Camberley and Frimley connecting to Aldershot, Ascot, Ash, Ash Vale, Guildfordand Wanborough. It is one of the borough’s major employers.Eli Lilly and Company Limited (UK) is the UK affiliate of American pharmaceuticalmanufacturer Eli Lilly and Company of Indianapolis. The Lilly Research Centre islocated in Windlesham and is involved in research and development in pharmaceuticals,animal health and agricultural products.Electronics giant Toshiba has two premises in Camberley - Toshiba InformationSystems (UK) Ltd (Education Centre) is located at Camberley’s Riverside Way andToshiba European Service Centre is based in the Frimley Road. Parks and Open Spaces<strong>Surrey</strong> <strong>Heath</strong>’s Arts and Leisure Service manages more than 254 hectares (630 acres)of open space. Up to half of this is open heathland - a threatened habitat that is nowprotected by European habitat designation. The remainder is made up of a variety ofgreen space offering numerous opportunities for sport and recreation including playareas, sports pitches, tennis courts and bowling greens.Frimley Lodge ParkSturt Road, Mytchett<strong>Surrey</strong> <strong>Heath</strong>’s “Jewel in the Crown”, thisGreen Flag Award-winning park is 24 hectaresof open space offering formal sports facilitiesin a rural setting with woodland, meadows,canal side walks and even a miniaturerailway. Museum and Heritage<strong>Surrey</strong> <strong>Heath</strong> MuseumKnoll Road, Camberley<strong>Surrey</strong> <strong>Heath</strong> Museum is a small, lively and attractively-presented museum with abusy programme of exhibitions and events. Its collections range from paintings,photographs, maps and crafts to natural history specimens, toys and domestic items.These have been generously donated by residents during the years to build up apicture of the area’s character.For those who wish to find out more about <strong>Surrey</strong> <strong>Heath</strong> itself, The <strong>Heath</strong>land Storyis a permanent display that traces the development of the area. Alongside this is agallery where a wide variety of temporary exhibitions are shown on subjects of localand regional interest.There is also an extensive education service, including object-based sessions and talksfor schools about what life used to be like in <strong>Surrey</strong> <strong>Heath</strong> and illustrated lectures foradult learners, groups and societies. In addition, a regular programme of activities forchildren and families is organised.The Museum holds an extensive photographic collection and a local history resourceslibrary that anyone is welcome to consult, whether they are researching their house,family or neighbourhood history — please ring for an appointment.Display copies of old photographs with captions are readily accessible for visitors whowish to walk down Memory Lane and are also available for loan to local groups.There is also a small shop that sells local history publications and souvenirs.<strong>Surrey</strong> <strong>Heath</strong> Museum is open from Wednesday to Saturday 11am to 5pm, or atother times by appointment. Town TwinningSURREY <strong>Heath</strong> is twinned with Sucy-en-Brie, a French town 10 miles east of Parisand Bietigheim-Bissingen, a German town 15 miles from Stuttgart.The former Frimley and Camberley Urban District <strong>Council</strong> - now part of <strong>Surrey</strong><strong>Heath</strong> <strong>Borough</strong> <strong>Council</strong> - initiated twinning with Sucy-en-Brie in 1969, which wasalready itself twinned with Bietigheim-Bissingen. The official twinning ceremonylinked with a special meeting of the <strong>Council</strong>, took place in the Civic Hall (now TheCamberley Theatre).Among the events that day was the renaming of Border Avenue in Camberley toAvenue Sucy and the opening of a block of one-bedroom flats for elderly people inthe Avenue. At the special meeting of the <strong>Council</strong> and official twinning ceremony,an illuminated engrossment was signed.In October 1971 at a ceremony in Bietigheim the official twinning document wassigned by Ian Goodchild - then chairman of Frimley and Camberley UDC - andOberburgermeister of Bietigheim, Herr Karl Mai.Upon local government re-organisation in 1974, Frimley and Camberley UDC andBagshot Rural District <strong>Council</strong> became <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> <strong>Council</strong>. The newlyformed borough <strong>Council</strong> decided to continue the twinning links with the two townsand their communities.In April 1976, the European Flag of Honour was presented to <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong><strong>Council</strong> by the <strong>Council</strong> of Europe in recognition of the efforts made in the field oftown twinning to promote the ideal of European unity.Excellent links between <strong>Surrey</strong> <strong>Heath</strong> and its twin towns remain in place today,reinforcing relationships in Europe and allowing many people, particularly the young,to make new friends.26<strong>Surrey</strong> <strong>Heath</strong> Official Guide

Camberley Town CentreTHE opening of The Atrium in <strong>No</strong>vember 2008 perfectly complimented the establishedMall Shopping Centre and vibrant High Street to transform Camberley into a leisureand retail destination for visitors from <strong>Surrey</strong> <strong>Heath</strong> and surrounding areas. The towncentre offers a diverse range of restaurants and leisure facilities, including anine-screen cinema, bowling complex and theatre as well as 3 multi-storey car parks- all within easy walking distance.In December 2009 <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> <strong>Council</strong> and The Atrium,Camberley won a top retail property Gold award from the British <strong>Council</strong>of Shopping Centres. The Future of the <strong>Borough</strong>THE future of <strong>Surrey</strong> <strong>Heath</strong> is a very exciting and promising one for its residents.As already mentioned the development of the Atrium in Camberley town centre, isjust the start of some of the work to make it a destination to which people will flock,and the new Camberley Town Centre Partnership is working to make sure the towncentre is well managed and vibrant.One of the <strong>Borough</strong>’s favourite leisure facilities, the Arena, was recently refurbishedbut eventually will need extensive adaptation and modernisation to take intoconsideration the changing demands and lifestyles of the population. The vision thatthe council has for this facility is to build on its success and develop a leisure facilitythat will best suit the needs of the town in the future. This project has become partof a wider civic vision that could include a new library, heritage and cultural facilities.The <strong>Council</strong>’s customer-centred way of working is going to continue to develop.The idea of a one-stop shop approach is growing as public services, like the Police,start to join up their operations with us. Confidentiality at all times is totally assured.The centre is open on Monday to Thursday from 8.30am to 5.30pm and 8.30am to5pm on Friday. For emergencies outside of office hours calls are redirected to anexternal call centre.The <strong>Council</strong> constantly strives to improve its service delivery and closely monitorsperformance. The centre aims to assist all visitors within 20 minutes of their arrivaland to answer 65% of telephone calls within 20 seconds. The team prides itself onworking hard to resolve 80% of enquiries at the first point of contact. A customerappointment system, which will be introduced in June 2010, will provide an improvedservice to Housing and <strong>Council</strong> Tax benefit customers.The Customer Contact Centre is based in <strong>Surrey</strong> <strong>Heath</strong> House, the home of the<strong>Council</strong> in Knoll Road, Camberley. Services for older and vulnerable peoplePEOPLE in <strong>Surrey</strong> <strong>Heath</strong> can enjoy a range of community services developed and runby <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> <strong>Council</strong> in partnership with <strong>Surrey</strong> County <strong>Council</strong> and<strong>Surrey</strong> Primary Care Trust. Centres for retired people, which provide an opportunityto meet others, enjoy lunch and refreshments and participate in a range of activitiesincluding relaxation, dancing, painting, history and crafts, are provided by the counciland other voluntary organisations.The ability to call for help at the touch of a button can provide many people whofeel vulnerable with reassurance. The <strong>Surrey</strong> <strong>Heath</strong> Help-Line Scheme does just that,meaning more people can remain on their own in a safer environment. In additionto the traditional pendant alarm, we also offer a range of Telecare services includingexit sensors, bed occupancy sensors and medication prompts. We also offer a free12 week trial of the service if the client has had a recent admission to hospital.Referral is quick, simple and efficient and does not require endorsement by doctorsor social services.Since 1988, the <strong>Council</strong> has provided a community transport service for residentsliving within the borough who cannot use public transport because of mobilityproblems. The service operates specially adapted minibuses to provide a door-to-doorservice to these residents. People of all ages, who find it difficult or impossible toprepare at least one hot meal a day, can benefit from the home-delivered meals onwheels service which consists of up to three courses delivered daily at lunchtime, 365days a year. Referral to the service is quick, simple and efficient and does notrequire the endorsement of doctors or social services.The <strong>Council</strong> offers a ShopMobility facility which anyone can use, offering a choice ofelectric scooters, electric wheelchairs and manual wheelchairs for increased mobilityaround the town centre. Housing ServicesTHE <strong>Council</strong> has no housing stock of its own but we work with Registered SocialLandlords (housing associations) to provide affordable homes for residents with ahousing need. These homes include affordable rented properties, low costhomeownership schemes (such as shared ownership) and housing for key workers.The Housing Team offer an advice service on a range of issues including looking for anew home, dealing with tenant and landlord law, relationship breakdown, supportedand adapted housing and debt issues.When a resident is threatened with homelessness we will consider all the optionsto help them remain in their current home or move in a planned way. We haveassistance in place to help people into a home in the private rented sector and canrefer to other help, such as debt advice and mortgage rescue.With Accent Peerless we run a joint housing register – this is the way that you can beconsidered for a housing association home. As there are always more people lookingfor homes than homes available we prioritise people based on their current housingand looking at other needs such as their health. Once on the housing register youcan bid for properties through <strong>Surrey</strong> <strong>Heath</strong> Home Choice.If you are worried about a housing issue our advice is to talk to us now – the earlierwe can consider your situation the more options there are likely to be to resolvethem. Planning ServiceSURREY <strong>Heath</strong>’s planning service aims to carry forward the corporate aims of thecouncil as a whole seeking a safe, green and clean environment. Its objective is toprotect the countryside and green spaces and enhance the quality of building andlandscape design.Within the Customer Services Directorate, the planning service at <strong>Surrey</strong> <strong>Heath</strong> issplit into two main functions — planning policy and conservation, which producesthe long-term policies for planning that accord with government guidance anddevelopment control, which determines more than 1,300 planning applications per year.If you want to make a planning application, view another planning application orresearch whether your trees are protected you can do this online through the <strong>Surrey</strong><strong>Heath</strong> website or speak to our contact centre.
