The <strong>Bus<strong>in</strong>ess</strong> Correspondent option <strong>of</strong>fers anew channel through which banks can extend services.In Jan 2006, <strong>the</strong> Reserve Bank <strong>of</strong> <strong>India</strong> issued a new set <strong>of</strong> guidel<strong>in</strong>es allow<strong>in</strong>g banks to employtwo categories <strong>of</strong> <strong>in</strong>termediaries - <strong>Bus<strong>in</strong>ess</strong> Correspondents (BCs) and <strong>Bus<strong>in</strong>ess</strong> Facilitators (BFs)- to expand <strong>the</strong>ir outreach. Accord<strong>in</strong>g to <strong>the</strong> guidel<strong>in</strong>es, while <strong>the</strong> BCs are permitted to carry outtransactions on behalf <strong>of</strong> <strong>the</strong> bank as agents, <strong>the</strong> BFs can refer clients, pursue <strong>the</strong> clients’ proposaland facilitate <strong>the</strong> bank to carry out its transactions, but cannot transact on behalf <strong>of</strong> <strong>the</strong> bank.The objective beh<strong>in</strong>d <strong>the</strong> BC model has been to ensure greater f<strong>in</strong>ancial <strong>in</strong>clusion and <strong>in</strong>creas<strong>in</strong>g<strong>the</strong> outreach <strong>of</strong> <strong>the</strong> bank<strong>in</strong>g sector by enabl<strong>in</strong>g banks to use <strong>the</strong> services <strong>of</strong> Non-GovernmentalOrganisations/ Self Help Groups (NGOs/ SHGs), Micro F<strong>in</strong>ance Institutions (MFIs) and o<strong>the</strong>r CivilSociety Organisations (CSOs) as <strong>in</strong>termediaries <strong>in</strong> provid<strong>in</strong>g f<strong>in</strong>ancial and bank<strong>in</strong>g services with<strong>in</strong><strong>the</strong> normal course <strong>of</strong> <strong>the</strong> bank’s bank<strong>in</strong>g bus<strong>in</strong>ess.The BC model has been encourag<strong>in</strong>g so far, as a significant number <strong>of</strong> BCs have emerged <strong>in</strong> differentparts <strong>of</strong> <strong>the</strong> country. A few technology providers have also emerged that are constantly try<strong>in</strong>gto develop <strong>in</strong>novative and robust new technological solutions to enable <strong>the</strong> delivery <strong>of</strong> bank<strong>in</strong>gservices though this channel efficiently.Along with regular f<strong>in</strong>ancial services that <strong>in</strong>clude sav<strong>in</strong>gs, credit, <strong>in</strong>surance and remittances, BCshave also been <strong>in</strong>volved <strong>in</strong> deliver<strong>in</strong>g o<strong>the</strong>r important services such as Government Payments(G2P) for MNREGA, Pensions and o<strong>the</strong>r Social Payments.BC model has tremendous potential for expand<strong>in</strong>g bank outreach <strong>in</strong> a convenient and flexible manner<strong>in</strong> underserved areas.
