OO 1T-11AEffective Date: 1 September 2014Page 2 of 141.0 GENERALThis operating order (OO) defines the areas of <strong>Operating</strong> <strong>Responsibility</strong> <strong>and</strong> <strong>Operating</strong> <strong>Authority</strong> as itapplies to the division of work at the BC Hydro Control Centre (FVO <strong>and</strong> SIO). This order also liststhe telephone numbers for each operating desk.FVO <strong>and</strong> SIO are considered as one entity <strong>and</strong> are referred to as the BC Hydro Control Centre. TheBC Hydro Control Centre is staffed <strong>and</strong> organized by desks to meet operating needs.2.0 OPERATING AUTHORITY AND OPERATING RESPONSIBILITY BOUNDARIES<strong>Operating</strong> <strong>Authority</strong> boundaries between the BC Hydro Control Centre <strong>and</strong> BC Hydro Generation, theBC Hydro Control Centre <strong>and</strong> Independent Power Producers (IPP), <strong>and</strong> the BC Hydro Control Centre<strong>and</strong> Transmission Voltage Customers (TVC), will be defined in jointly signed operating orders.Work Protection Practices (WPP) <strong>and</strong> Power System Safety Protection (PSSP) boundaries aredescribed in 3J operating orders for each BC Hydro substation.Inter-utility boundaries are described in System <strong>Operating</strong> Order (SOO) 1T-12B.<strong>Operating</strong> <strong>Responsibility</strong> boundaries between the BC Hydro Control Centre desks are described indetail in Sections 4 through 7 in this operating order. In general, the following principles apply: All WPP equipment is deemed generation equipment unless otherwise noted in the 3Joperatingorders. For example, at Mica Generating Station (MCA), the TransmissionCoordinator holds <strong>Operating</strong> <strong>Responsibility</strong> for 500 kV <strong>and</strong> 230 kV equipment located withinthe WPP area. Similarly, at Revelstoke Generating Station (REV), the TransmissionCoordinator <strong>and</strong> Grid hold <strong>Operating</strong> <strong>Responsibility</strong> for separate portions of the 500 kV <strong>and</strong>230 kV equipment within the WPP area. <strong>Operating</strong> <strong>Responsibility</strong> for all generation equipment is divided between the GenerationCoordinator <strong>and</strong> Plant Operator desks using the “100 MW Rule”. All related <strong>Operating</strong><strong>Responsibility</strong> assignments to field staff are performed only by the Plant Operators exceptG.M. Shrum Generating Station (GMS) <strong>and</strong> Peace Canyon Generating Station (PCN). All Level 1-4 PSSP equipment rated higher than 60 kV, excluding the high side disconnect ofthe distribution step down transformer, distribution transformers installed in substations <strong>and</strong> allassociated equipment to the distribution customer <strong>and</strong> radially fed substation equipment, isdeemed transmission equipment. In addition, all Level 1-4 PSSP equipment, including lowvoltage equipment if present, to supply TVCs is also deemed transmission equipment.<strong>Operating</strong> <strong>Responsibility</strong> for transmission equipment is divided between the TransmissionCoordinator <strong>and</strong> Grid Operator desks using the “Level 1-2-3-4 Rule”. All related <strong>Operating</strong><strong>Authority</strong> transfers <strong>and</strong> Guarantee of Isolation assurances to field staff <strong>and</strong> Safety ProtectionGuarantee administration are performed only by the Grid Operator desks. All PSSP equipment from the high side disconnect of the distribution step down transformer<strong>and</strong> all associated equipment to the distribution customer <strong>and</strong> all equipment in radially fedsubstations, is deemed distribution equipment. <strong>Operating</strong> <strong>Responsibility</strong> <strong>and</strong> <strong>Operating</strong><strong>Authority</strong> for distribution equipment is held by Load Operator desks.3.0 EMERGENCY NUMBERS (REFER TO SOO 6T-04 FOR MORE DETAILS)1. Refer to 3J-GMS-01<strong>and</strong> 3J-PCN-01.GMC operators are responsible for alarm monitoring <strong>and</strong> processing for GMS <strong>and</strong> PCNtransmission equipment according to OO 1T-38. After hours (Monday – Friday 22:00 – 08:00,Saturday <strong>and</strong> Sunday), GMC operators will inform the System Control Manager of alarms <strong>and</strong>seek approval for callout. The BC Hydro Control Centre has operational control of some GMS Level 1, 2 <strong>and</strong> 4automatic reclosing on/off switches. The BC Hydro Control Centre may disable Level 1 <strong>and</strong> 2automatic reclosing directly for operational purposes. The GMC operator must be notified ofthe reclosing status immediately afterwards. The BC Hydro Control Centre may disable Level4 automatic reclosing on direction from GMC. The reclosing on/off status will not be taggedon the BC Hydro Control Centre AREVA SCADA display.GMC operators will communicate with the System Control Manager prior to taking any actionsregarding transmission equipment planned outage delays or after hours planned outagereturns.Note:Note:TC has operating responsibility for protection on all 500 kV, 230 kV intertie lines <strong>and</strong>auto reclosing on intertie lines, <strong>and</strong> all Level 1 <strong>and</strong> 2 RAS equipment.SDA is the acronym for Substation Distribution Asset. These substations are mainlybuilt for supplying power to distribution customers.Grid Desks are delegated <strong>Operating</strong> <strong>Authority</strong> for: All Level 1, 2, 3 <strong>and</strong> 4 transmission lines, except lines originating at GMS <strong>and</strong> PCN, gridstations, transmission switches (line <strong>and</strong> ground), <strong>and</strong> sheath grounds <strong>and</strong> all associatedequipment down to, but not including, the high side disconnect of the distribution step downtransformer or equipment in radially fed substations. Refer to 1T-11 Section 8.0 for theapplication of operating authority for boundary isolation switches. All non-SDA PSSP (transmission) equipment at generating stations except at GMS <strong>and</strong> PCN. All PSSP equipment supplying TVCs. Auto reclosing on all lines except the 500 kV, 230 kV <strong>and</strong> 138 kV lines originating at GMS <strong>and</strong>PCN. The Grid 1 Desk will apply GNR tags to the affected circuit breakers on the AREVA SCADAdisplays for GMS <strong>and</strong> PCN after a GNR is received from GMC on transmission linesemanating from GMS <strong>and</strong> PCN.
