After accession of Ukraine to the Agreement COTIF, effective from1. January 2004, new rail tracks of 1 435 mm gauge were added,operated by the Ukrainian Railways, capable of transportationsunder CIM traffic conditions. These rail tracks include the tracksection Čierna nad Tisou/ Chop – Dakovo / Halmeu.The track section Chop – Dakovo of 1 435 mm gauge is 112 km long.Regular transports commenced here in 1915. To 2004, this trackwas used under SMGS conditions, which resulted in increase oftransportation time and price, while using the different transportationlaw (CIM, SMGS). At present, 4 pairs of trains of independenttraction operate on this track per day. This rail track is a part ofconnection north – south (Gdansk – Constanta) and is used for transittransportations among Poland, Slovakia, Romania and Bulgaria.Transportation of consignments from Slovakia and other EU countriesto Romania in transit via Ukraine on this track is performed by a CIMinternational consignment note. Transportation, in both directions, iswithout transhipment of goods and without a change of wagon gauge.Transportation is governed by unified legal rules and regulations ofthe Agreement on international rail transport (COTIF) pursuant to theso-called Protocol 1999.Basic documents for conclusion of transportation contract are asfollows:Unified legal regulations for contract on international railtransportation of goods (CIM) – Amendment B to COTIF;Rules for international rail transportation of dangerous goods(RID) - Amendment C to COTIF;Unified legal regulations for contracts on use of wagons ininternational rail transportation (CUV) - Amendment D to COTIF;General transportation conditions for international rail freighttraffic (VPP-CIM);Railway freight tariff SUR - 8859.00.Transportation according to CIMThis type of transportation includes mutual transportation of goodsbetween the states and/or transit transportation via territory ofthose states that have already accessed to COTIF Agreement. Fortransportation of goods, Unified CIM legal regulations are valid.Transportation of dangerous goods is governed by provisions of RID.Consignments are handed in for transportation by a CIM consignmentnote according to the unified sample specified in Annex 4 ofthe Manual to the CIM consignment note (GLV-CIM) or by a CIMconsignment note for combined transport according to the unifiedsample specified in Annex 1 of the Manual to the CIM consignmentnote for combined transport (GLV-TC).Transportation according to CUVTransportation of empty wagons, transported as means of transport,is governed by Unified legal regulations CUV.Empty wagons transported as means of transport, no matter ifthey are provided by carrier or wagon keeper, are handed in fortransportation by a CUV wagon note and a CUV wagon note forcombined transport according to the unified sample specified inAnnex 3a and in Annex 3b of the Manual to CUV wagon note (GLW-CUV).consignment is handed in. This is necessary because the carrier hasto be informed whether the consignment is or is not under the customssupervision.Pursuant to this, transported goods are divided into goods that do nothave a status of goods of Community and goods that have a statusof goods of Community. Transportation of goods, not having a statusof goods of Community, among the EU member states, are subjectto customs supervision and that from the departure station up to thedestination station.When transporting goods having a status of goods of Community, it isup to the customer´s decision, which alternative to choose. Whetherto hand in a consignment without status confirmation or with statusconfirmation of the Community goods by customs authority of theSlovak Republic (ways to be used: stamp T2 in CIM CN or stamp T2Lin CIM CN, or CIM CN and document T2L). When transporting wagonconsignments, handed in for transportation by one of the abovementionedways, provisions of relevant regulations remain valid.TariffsIn order to support international transportations between Slovakia/Poland and Romania, in transit via Ukraine in the section Čiernanad Tisou/ Chop - Dakovo / Halmeu of 1 435 mm gauge, Specialtransportation conditions, prices and payment terms (Rail freighttariff SUR – 8859.99) are available to customers and involved railwayundertakings. The tariff contains conditions for performance oftransportation and prices for transportation in a tariff currency Euro,provided by all involved railway undertakings.Tariff is valid for transportations of wagon consignments which arehanded in for transportation with CIM consignment note and fortransportation of empty rail wagons as means of transport which arehanded in for transportation with CUV wagon note.With regard to scope of validity, the tariff may be applied:in import/export from/to the Slovak Republic in transit via Ukraine of1435 mm gauge to/from Romania;from Poland in transit via Slovakia and Ukraine of 1435 mm gauge toRomania and vice versa;from Polish seaport to Romania and vice versa;from Romanian seaports and river ports to Slovakia/Poland and viceversa.By this tariff, the involved railway undertakings (<strong>ZSSK</strong> <strong>CARGO</strong>, CFRMarfa, PKP <strong>CARGO</strong>, BDŽ EAD a UZ) provide that, within the scope oftariff validity, the consignments crossing the borders after conclusionof transportation contracts are taken over by the following carrier andthat they are further transported on the basis of CIM consignmentnote, or CUV wagon note, according to this tariff.Import, additional fees and other expenses are paid according to thetariff SUR by:the consignor, on the dispatching railway to the tariff cutting pointČierna nad Tisou state border, or Halmeu state border;the consignee, on the destination railway, from the tariff cuttingpoint Čierna nad Tisou state border, or Halmeu state border;the forwarding company for transit railway UZ.Dana FEDORÍKOVÁCustomer Services SectionCustoms clearanceWhen transporting consignments from Slovakia and other EUcountries to Romania in transit via Ukraine, it concerns thetransportation of goods from the member state to other EU memberstate in transit via a state not being a member state of the EU. A. ešte pred začiatkomleta nový trajektový vlak Ambertrain natrase Poznań Franowo – Świnoujście. Týmtosezónnym vlakom bude prepravovaný nábytokz poľských fabrík do Škandinávie prepotreby švédskeho nábytkárskeho koncernuIKEA. Je to už druhý trajektový vlak - poFerrytrain, ktorý premáva na tejto trase.Železničné trajektové prepravy sa realizujú natrase Świnoujście – Ystad – Świnoujście už 34rokov. Táto linka je najrýchlejším železnično– trajektovým spojením medzi Škandinávioua juhom Európy. Other trains for exportand import from Szczecin central seaport toŚwinoujście and back provide transport ofconsignments from Pomorie and bring thePolish import from Świnoujście.Ferries operating on the Baltic Sea still havea great reserve. They can transport up to1.5 million tons of goods in 50 thousand railwagons per year.
