<strong>Road</strong> <strong>Closure</strong> Information SheetINFORMATIONThere are particular legal frameworks within which roads are closed and/ortraffic is controlled at events. It is necessary that events be categorised inorder that the different processes for approval and determination <strong>of</strong> trafficmanagement requirements under the Code <strong>of</strong> Practice can take place incompliance with the appropriate legal processes.Event organisers wishing to apply for road closures are well advised to go tothe Main <strong>Road</strong>s Western Australia website and then find Using <strong>Road</strong>s / <strong>Road</strong>and Traffic Information / Traffic Management / Events and then download theTraffic Management for Events - Code <strong>of</strong> Practice document. There isa section in there devoted to road closures.There are currently six categories <strong>of</strong> events for which road closures orcontrols on traffic movements are required (see below table). Categories 1 to4 are those that require the full closure <strong>of</strong> the road to normal trafficoperations at the location <strong>of</strong> the event, while Category 5 and 6 events do notrequire such a formal road closure but are subject to other legal controls ontraffic movements.Category Description Features Examples1 An event which involveslarge public participation Involves full road closures atthe location <strong>of</strong> the event. It can beobtained online at www.police.wa.gov.au and going to Online Forms, thenOther Traffic Forms or a hard copy obtained from the local or district policestation. The application form is required to be signed by the Police, the localgovernment and where applicable, by the Commissioner <strong>of</strong> Main <strong>Road</strong>s.


Note, Main <strong>Road</strong>s WA only need to be included in the process if a main roadsuch as Great Eastern Highway is affected.It is important to note that under the <strong>Road</strong> Traffic (Events on <strong>Road</strong>s) Regulations1991, the <strong>Shire</strong> <strong>of</strong> <strong>Mundaring</strong> is authorised to erect banners, ‘<strong>Road</strong> Closed’ signs,barriers, posts, rails and other devices necessary in order to effect the roadclosure.Where a major road closure is to occur, a Traffic Management Plan will berequired. See also the section, Traffic Management in this document.TIME FRAME<strong>Road</strong> traffic regulations require applications for Category 1 to 4 events underthe Regulations to be submitted at least within the following time periodsprior to the proposed date <strong>of</strong> the event.Event Category 1: 6 monthsEvent Category 2: 3 monthsEvent Category 3: 1 monthEvent Category 4: 1 monthFEESNo fee payable to Main <strong>Road</strong>s or the <strong>Shire</strong> <strong>of</strong> <strong>Mundaring</strong>.
