ENGINEER-IN-CHIEF‟S BRANCH<strong>Engineer</strong>-in-Chief1. E-in-C is a PSO and head of the Corps of <strong>Engineer</strong>s including <strong>Military</strong> <strong>Engineer</strong>ingService.2. He is the advisor to Chiefs of Army, Navy and Air Staff and Ministry of Defence on allmatters pertaining to engineer works services and camouflage policy.3. He advises Chief of the Army Staff on matters pertaining to Nuclear, Biological andChemical Warfare and research, design and development of engineer equipment.4. Qualitative processing and monitoring to the entire satisfaction of C&AG, with a view toobviate upgradation of the points raised by C&AG to Public Accounts Committee, concerningdirectorates under him.

To carry out secretariat functions of Inter <strong>Services</strong> Camouflage and Deception Committee(ISCDC) and render specialist advice with regard to camouflage and deception.155. To exam incl the requirement of camouflage materials and deception equipment of the<strong>Services</strong> and assign projects to DRDO.156. To monitor progress made by <strong>Services</strong>/civil organisations on the implementation of InterService Policy Statement formulated by ISCDC.157. To coordinate the preparation of project for strategic camouflage by CME for the three<strong>Services</strong>.158. To coordinate training in camouflage of defence and civilian personnel and lay downdoctrines for training for such courses at CME.159. To maintain a record of the state-of-art technology in the world with regard to camouflageand deception equipment.160. To monitor raising of NBC units.161. To monitor training in Faculty of NBC Warfare at CME in conjunction with NBC cell(MT Dte).162. To monitor the availability of training equipment being provided for NBC units andFNBCP (CME) under the arrangements of NBC Cell.163. Coordinate and staff work for E-in-C as well as the E-in-C‟s Branch and own Dte inrespect of various high level conference.164. Temporary duty engineer officers for ES matters.

CSCCThe charter of duties includes the following:-(a) Framing of Recruitment Rules for Civilian Cadres of MES (Gp „A‟ to „D‟)(b)(c)(d)Making out Cadre Review proposals and processing the same for all groups of employees.Formulation of ACP/MACP policies.Matters concerning Central Pay Commission including Pay Parity.(e) Matters on Service conditions and Recruitment Rules related to Parliament/ParliamentCommittees.DDG (PERS) `M‟1. The DDG (Pers) `M‟ Sub Directorate looks after all matters of civilian officers of the MESfrom pre-recruitment to post retirement. The Sub-Directorate is further sub-divided intofollowing main sections:-(a)(b)(c)(d)E1BE1DPCE1(O) LegalRTIE1B SectionGeneral2. E1B Section of Personnel Directorate in E-in-C`s Branch deals with all personnel mattersfrom pre-recruitment to post retirement less discipline/vigilance and ACR in respect of Group `A`and Group `B` MES Civilian Officers. This involves cadre management of 3500 MES CivilianOfficers. This section is under DDG Pers (M) with Dir Pers (M) & Dir Pers(C&M) to assist him.3. (g)(h)MES GPF Liaison Cell Meerut (GPF LC)Legal Cases Group (Offr)4. The P&T Group has been sub divided into two groups. P&T-1 deals with matterspertaining to EE and above grade offrs and their equivalent. P&T-2 handles matters pertaining toAEE/AE grade and equivalent grade officers of other cadres. P&T-1 & P& T- II Groups havebeen placed under Dir Pers (M) & Dir Pers (C&M) respectively.5. Cadre Management Group deals with recruitment, DPC demands, resignations/technicalresignation, voluntary retirement, deputations/permanent absorption, study leaves, Associationmatters, review cases of retention in service, reports/returns etc. This group has been placedunder Dir Pers (C&M).6. Administrative Matters Group deals with commercial employment, temporary duty movesanction, NOC for proceeding abroad, scooter/computer/car advance, lifting of probation, gazettenotification, permission for medical treatment., time bar claims, permission for family move onpermanent posting after six months. This group has been placed under Dir Pers (C&M).7. CRO (O) Delhi Cantt , PLC Allahabad and GPFLC Meerut are part of E1B sectiondirectly under Dir Pers (M) . However for functional reasons they are co-located with the CEDelhi Zone , CWE Allahabad and CWE Meerut/CDA (Funds) Meerut respectively . Regularcontact/liaison is essential with the sub groups/offices as also some visits so as to expedite cases.P&T8. Functions. The important functions of this group are :-(a)(b)Posting and transfers of all MES officers.Policy framing on posting matters.(c) Selection of officers for executive/sensitive appointments i.e. AGE/BSO/ASW/GE/TE/SW/CWE/STE/SSW and CE/CSW.(d) Selection and nomination of officers on NDC/SDMC/HDMC/ DSCC and PGcourses on allotment of vacancies by MOD.(e) Nomination of officers on YO`s Course, Adv Work Procedure Course and CE`sOrientation Course at CME Pune through E Trg.(f) Selection and nomination of Officers on DOP &T listed courses for Group AService officers i.e. Adv Programme in Public Policy and Administration (APPPA) atIIPA Delhi, PGPPPM at IIM Bangalore, IIM Ahmedabad, MDI Gurgaon.(g)(h)Handling appeals/requests on posting matters.Maintaining folders in respect of MES Civilian Officers

The main functions of this group are :-(a)(b)(c)(d)(e)(f)Handling cases of pay/allowances of both serving and retired MES officers.Handling pension and gratuity related matters.Handling pay fixation cases, stepping-up and grant of increments.Court/CAT cases on pay and allowances and their implementation.Handling grievance related to above issues.Handling cases pertaining to GPF matters of officers.CRO (O)12. Functions:(a)(b)(c)(d)(e)(f)Ensure correct maintenance of service books, leave accounts etc.Initiate, process and settle pension/gratuity cases and family pension.Handling of pay fixation cases on promotion/revision of pay scale.Resolve pay anomaly problems of officers.Reckoning of past service and reconciliation of all service related matters.Issue of policy letters, adm instr and policy interpretation to lower fmn.MES Pension Liaison Cell Allahabad (PLC)13. Functions:(a) Pursue delayed and critical cases with PDCA (P) Allahabad for speedyfinalization.(b) To carry out regular interaction with PCDA (P) Allahabad to cover communicationgaps between PCDA(P) Allahabad and Command CE‟s/ADG (OF&DRDO) to speed upthe pension related process.(c) To act as local contact point on behalf of DG Pers E-in-C Branch to interact withPCDA (P) Allahabad for pursuing select pension/pension related cases of all categories ofMES civilian personnel.(d) Segregate and compile feed back data for transmission to concerned CommandCE‟s/ADG (OF &DRDO) and DG Pers for helping in arresting delays and improving timeschedules of pension cases of subordinates.(e)Expediting legal and death cases on priority.


MES GPF Liaison Cell Meerut (GPF LC)14. Functions:(a)(b)(c)(d)To interact with JCDA Funds on provident fund matters.Maintain weekly activity sheet of interaction and progress of cases.Submit quarterly and monthly progress report to E-in-C Branch.To assist unit/fmn in defending CAT cases of GPF account.Cadre Management Group15. Functions(a)(b)(c)(d)To keep a track of the strength of various cadres of MES.To process applications for study leave based on the cadre strength.To process demand for rect/DPC and applications for premature retirement.Issue NOC for passport, change of home address16. Cadre Base of MESThe cadre base of the various cadres of the MES is given in the underlying tables showingthe auth, held and defi state in each cadre. Table „A‟ shows the cadre wise break down of theover all MES cadre base. Table „B‟ to „F‟ reflect the grade wise break down of each of the cadresseparately.E1B (Coord)17. Functions. The functions of this sub-group is as follows:-(a)(b)(c)Control and Monitoring of COAS, PMO, MP/VIP and E-in-C`s Computer points.Office eqpt/sty and liaison with E Coord/CAO Office.Centralized instructions incl detailment on various dutiesLegal Case Group (Offrs)18. Functions.(a) Handle Court cases filed by MES Civilian officers on all subjects except D&Vcases and cases pertaining to challenging of Rect Rules .(b) Handle Court cases pertaining to promotion of subordinates whose DPCs are heldby E-in-C‟s branch.

It also acts as a Nodal Agency on behalf of E-in-C for implementation of Non-Conventional Energy policy in the Armed Forces.16. Charter of Duties Sub-Dte of Utilities (E-4). The charter of duties of the Sub Dtepertains to planning and providing utility services for military infrastructure projects inIndia and abroad. DIRECTOR GENERAL MARRIED ACCOMODATION PROJECT1. Responsibility of this Dte pertaining to Married Accomodation Project is provisioning ofmd accn for all the services across the country. This Dte is also responsible for planning andconstruction of married accommodation for the defence services, as approved by the Governmentof India.Duties of DG MAP2.
