This simple assessment using the <strong>Flood</strong> <strong>Risk</strong> Balance Sheet to document thescale of the risks <strong>and</strong> their management, will allow a sequential approach tobe delivered transparently. <strong>The</strong> outcome is to summarize the indicator scoresinto a qualitative assessment of whether the risk is worth taking, or how aregeneration plan would be best assembled <strong>and</strong> meet the criteria of theJustification Test. This would support appropriate policies <strong>and</strong> l<strong>and</strong>-use zoningwithin the development plan or local area plan. It would, in particular, providethe evidence for the planning authority in reviewing any subsequent planningapplications which rely use the Justification Test to support alternative l<strong>and</strong>uses in these areas.It should be noted that an appropriate site-specific FRA, including a drainageimpact assessment, should always be required to be submitted with a planningapplication. This should use the flood risk balance sheet as a means ofconcluding the outcome of the FRA, <strong>and</strong> the ability of the proposal to delivera safe development over the full length of its lifetime.71<strong>Planning</strong> Guidelines
